Mexico's federal government has decided not to earmark any funds in its 2019 budget to implement labor reforms because the country's parliament has not passed secondary legislation to enact the changes, Inside U.S. Trade reported Jan. 15. The reform is critical to the implementation of the United States-Mexico-Canada Agreement (USMCA) and is of great importance to Mexico’s private sector and foreign investors.

The treaty does not go into effect until all three countries pass it.
