Even "Hillary Clinton emai" doesn't bring up "Hillary Clinton email". To be fair to Google, "Donald trump russi" doesn't bring up "Donald trump Russia ties" on Google as it does with Duckduckgo. This doesn't seem to be politically motivated, or more precisely, politically biased.

The search engines also consider what sorts of phrases you were looking for in the past for your auto-complete. If you search for "Hillary Clinton email" often, it may be more likely to pop up in your search typing.

Of course a search phrase you use often is more likely to appear. So what? That's not the issue.

The question is: what if you have never searched for "Hillary Clinton [anything]"?

I haven't - but I just tested it, and when I type in "Hillary Clinton em", the only completions I am offered are "emoji" and "employment" (in that order).

How does that make any sense?

Just typed "Hillary Clinton em" and I didn't get any completions offered.

Try the same with Trump. It's no different. Try "Trump grab them by the". Nothing. Google does this with every politician/celebrity.

How did Google wind up with a seeming monopoly on search engine analytics? Seems like the usual method of getting a monopoly is through government...

That explains how it got so big, but not how it gets to monopolize the service.

That by itself might be enough to make a First Amendment court case. No, the First Amendment is not the be-all and end-all on private property. But was it funded enough by the CIA to no longer qualify as private property? If the CIA is driving its monopoly status, is it really private property?

A really good lawyer ought to be able to shove the First Amendment down their spooky throats.

I doubt the CIA stopped at merely creating GOOLAGLE, it is much more valuable to them as a near monopoly.
