Chicago’s outgoing Democrat mayor, Rahm Emanuel, says the way to defuse the Windy City’s pension bomb is to legalize and tax marijuana and build a city-owned casino. Launching full force into growing vice in his city, Emanuel said (https://www.foxnews.com/us/chicago-mayor-rahm-emanuel-legalize-marijuana-and-open-casino-to-pay-for-citys-28-billion-pension-debt) that past politicians failed by making airy budgeting promises that were never fulfilled, Fox News reported.
“Simply put, leaders in the past made commitments without the resources to back them up. And now, inevitably, the bill has come due,” Emanuel said (https://abc7chicago.com/politics/mayor-emanuel-to-call-for-marijuana-legalization-casino-to-pay-for-pensions/4883593/) during a press conference at City Hall.


Calling the situation a “flashing yellow light of uncertainty,” the lame-duck mayor patted himself on the back for addressing the pension crisis, even though no movement has really occurred to fix the fund that has a $28 billion shortfall.
His self-congratulatory claims of past efforts aside, Emanuel said that the best fix would be banking on vice.
Emanuel suggested (https://abc7chicago.com/politics/mayor-emanuel-to-call-for-marijuana-legalization-casino-to-pay-for-pensions/4883593/) that legal pot sales with its ensuing taxes and a casino would go a long way to offering a permanent fix to the crisis. He also called for modification of the Illinois state Constitution to eliminate the mandated compounded cost of living adjustment (COLA) for retired city workers, a policy that Emanuel said is an unsustainable benefit.
“If inflation is zero, and you’re getting 3 percent compounded annually, it is not a COLA,” Emanuel added. “If it looks like a pay raise or forms like a pay raise and results in a pay raise, it’s a pay raise.”
Incoming Democrat Gov. J.B. Pritzker has signaled support for both legal marijuana and an expansion of gambling.

The problem with ideas like this is that politicians don't really see that incoming tax revenue as money 'to be used to pay off debts' but rather, "hey, holy #*%^ look at this extra money we're getting!"

But would they want it?

Unfortunately the state legislature would have to agree so this likely won't happen unless we make it a requirement of a bailout after they go bankrupt.

Chicago used to be the largest transportation hub in the world. It lost that due to unfair competition from other cities and states. Surely some tariffs could bring that back.

That too but that isn't the reason they wouldn't be a good idea if Chicago was an independent city state.
