David Chey has been blasted and accused of elder abuse against his mom

The candidate for Irvine, California's City Council has been photographed and filmed dropping off Soon Chey, 86, to panhandle in Irvine and Laguna Beach

Laguna business owner and longtime resident Heidi Miller told DailyMail.com the duo have been scamming people out of money in the area for 12 years

She shared photos of Soon Chey left alone with a sign that reads 'please help me' that she told DailyMail.com were taken in Laguna Beach just two weeks ago

David Chey, who is not homeless, couldn't immediately be reached for comment

A nonpartisan candidate for city council in Southern California has been accused of dropping off his elderly, wheelchair-bound mother to panhandle for the last decade, even though they're not homeless.

David Chey has been caught on camera leaving Soon Chey, 86, in her wheelchair in the downtown district of Laguna Beach with a sign that reads, 'please, help me.'

'They have a brand new car, live in a condo in Irvine, yet beg for our help,' local business owner Heidi Miller told DailyMail.com.

'And Adult Protective Services have gone out there and can't do anything, because she says she enjoys begging. He's pretty much brainwashed her.'

DailyMail.com was unable to immediately reach Chey for comment.

Meh. I could easily see the mom making her son drop her off for this. He might be completely against it. Is it impossible to imagine a lonely 84 year old woman enjoying this for the social interaction alone?

She didn't get banged up or shot, or taken to jail at tax payer cost. And there's a nice warning sign in the back. At this point it's voluntary so no problemo to me.

Culture clash. There are hundreds of old women like that in SF that go to those places that give out free food. Why not go pick up groceries for free if they are giving them away? It’s better than clipping coupons.

The location choice tells us a lot about the person's character. A lesser person would be wheeling their mom to a less prominent location like Tustin. David however, if that is his real name, knows the importance of LOCATION, LOCATION, LOCATION.

They figured, based on traffic, and observed percentages of donations, that it was quite conceivable to make $600 to $800 a day, in cash, by wheedling for handouts at the busiest intersections around town and off I-95.

And that was over 20 years ago.

Stossel did some show where he panhandled a figured the annual income on it . I cannot remember how much . Seems like it was around avg annual income in my state for people that actually worked .

He got a whole four percent in 2016 when he ran for Mayor. There are five people running for two seats on the Council.
