...The information, which included home addresses and phone numbers, was posted to the senators' respective Wikipedia pages where users are allowed to made edits - all of which are logged by Wikipedia and include the editor's IP address.

The IP address used to "doxx" the Senators was quickly traced back to the House of Representatives...

So, one of Maxine Waters’ staffers has posted from that IP. I’m not sure how subnetting works in the House of Reps. But I would assume that for security purposes each rep would get their own router. Can anyone confirm? Continuing to search.

The 4plebs users then appear to agree that the IP address came from Waters’s office but may not be from Sengstock.

The "evidence" here is crap. There are no doubt hundreds of computers from a great many congressional offices sharing the same public IP.

With that said, if the US congress tech system is even remotely up to date/secure it should be rather easy for their network ops to identify which computer/login was used.

A Democratic staffer arrested last week on charges that he revealed the personal information of several Republican Senate Judiciary Committee members was not an "intern" for Rep. Sheila Jackson Lee (D-TX), as originally reported. The 27-year-old career staffer, Jackson Cosko, was, instead, reportedly a "fellow" paid by an "outside institution" who served as a primary adviser in Lee's Congressional office.
According to the Tennessee Star (http://tennesseestar.com/2018/10/07/democrat-staffer-jackson-cosko-arrested-for-doxxing-is-not-an-unpaid-intern/), "[w]hile [Lee] claims Cosko was an 'unpaid intern' in her office, the Washington Post reports that Cosko was actually a 'fellow.' This was confirmed by Cosko’s lawyer, who said his client was a 'fellow' in Jackson-Lee’s office and that he was being paid by an 'outside institution.'"

The "outside institution" has yet to be named, but the position of "fellow" is much different from that of "intern." According to correspondence from Lee's office (https://heavy.com/news/2018/10/jackson-cosko/), Cosko was routinely trusted to advise Lee and communicate with other members of Congress, specifically those co-sponsoring Lee's bills.
As the Tennessee Star points out, that raises questions: "It seems clear Cosko isn’t some unlucky and overzealous intern who got caught being a naughty boy. Rather, it seems Cosko might be a Democratic operative, paid by an outside organization, planted in an unpopular congresswoman’s office possibly so he could engage in exactly the type of behavior that just got him arrested."

Prosecutors revealed investigators found cocaine and methamphetamine during a search of his possessions, and speculated he may have been under the influence when, according to police, he used his government credentials to post personal information of some lawmakers at the height of the grueling Kavanaugh-nomination fracas, and broke into a senator’s office while threatening to release other information.

Mr. Ahn said when police searched his home, storage unit and car they did find plans to target other lawmakers, and also found notes he had written to himself laying out a checklist for trying to get rid of the evidence of his activities.

“It is virtually a hackers’ obstruction checklist,” the prosecutor said.

The search also turned up powders that tested positive for cocaine and meth, “numerous smoke pipes,” a variety of computers, phones, and tablets, and a Nintendo Switch, PlayStation 4 and X-Box One. Mr. Cosko also had stationery and envelopes from Ms. Hassan’s office, according to the list of items found during the search.

Orangetown police and the FBI converged on a Tappan street today to serve an arrest warrant based on threats made against non-local targets, Town Supervisor Chris Day said.

The incident unfolded on Slocum Avenue, off Washington Street, a short dead-end street that was blocked off by police.

An Orangetown police cruiser was posted at the entrance to Slocum Avenue, which dead-ends at the Joseph B. Clarke Rail Trail and is two blocks from the Palisades Interstate Parkway.

Orangetown police Detective Sgt. Thomas Holihan said the street was shut off and residents were not permitted in or out.

Holihan would not offers details about what was transpiring, about whether the suspect was at home, whether the suspect lived on Slocum, or whether an arrest had been made.......

The man who edited Wikipedia with several senators’ private phone numbers and addresses has pleaded guilty to computer fraud and other offenses. Jackson Cosko, a former employee of Senator Maggie Hassan, was arrested last year on suspicion of doxxing five members of Congress. He’s now admitted to breaking into Hassan’s office after being fired, stealing data that included personal contact information, then posting that information online during Supreme Court Justice Brett Kavanaugh’s confirmation hearing.

Cosko worked as a computer system administrator for Hassan, but he was fired in May of 2018. According to a plea agreement, he retaliated by using a key from another employee (who was later fired) to break into his old workplace at least four times, installing keyloggers on computers and using stolen login credentials to download gigabytes of data.

While watching the Supreme Court confirmation hearing in September, Cosko “became angry” at Republican senators questioning Kavanaugh — so he posted contact information for Senators Lindsey Graham, Mike Lee, and Orrin Hatch on Wikipedia. Cosko was interning for US Representative Sheila Jackson Lee at the time, and his changes were flagged by a bot that detects Wikipedia edits from congressional computers. The bot inadvertently helped spread the senators’ information across Twitter, a process that prosecutors say Cosko aided by tweeting about his leaks.

Cosko struck again a few days later, posting information about Senate Majority Leader Mitch McConnell and Senator Rand Paul — who had called for an investigation — on Wikipedia. He added comments calling himself a “golden god” who had a legal right to post the information, asking readers to “send us bitcoins.”

When a witness spotted him in Hassan’s office the next day, Cosko responded with a threatening email titled “I own EVERYTHING.” Cosko claimed he would release private emails, encrypted messages, and the health data and social security numbers for senators’ children. “If you tell anyone I will leak it all,” he wrote. Cosko was arrested soon after.

Now, Cosko has admitted to charges of computer fraud, witness tampering, obstruction of justice, and making restricted personal information public. Attorneys for the District of Columbia say he could serve between 30 and 57 months in prison, and as part of his plea deal, he’s required to give up computers, cell phones, and “other equipment used in the crimes.” Sentencing will take place in June.

Senator Hassan tells The Verge that “I am grateful to Capitol Police for all that they do every day to keep us safe, and I thank Capitol Police and the US Attorney’s Office for their work to bring this individual to justice.”

...A second former aide to Sen. Maggie Hassan is implicated in former IT staffer Jackson Cosko’s massive data-theft scheme that was ultimately used to “intimidate” Republican senators by “doxxing” them during a confirmation hearing for Supreme Court Justice Brett Kavanaugh, prosecutors said.

Samantha G. DeForest-Davis, at the time a staff assistant to Hassan, was the aide who allegedly helped Cosko conduct his scheme, a source with knowledge of the situation told The Daily Caller News Foundation. Court records show a case naming her has been opened, and the source confirmed it relates to her alleged role in the data theft.

She filed an affidavit that can be used to assess her eligibility for a public defender, but she has not been charged with any crimes, court records show...

...The data was stolen from Hassan’s office in months of late-night burglaries between July and October 2018 after Cosko was fired that May for different misconduct that Hassan, a New Hampshire Democrat, has declined to explain, according to the statement.

DeForest-Davis — identified in court documents only as SUBJECT A — allegedly repeatedly provided Cosko a key that he used to enter the office at night and install tiny devices that capture every keystroke, including passwords that were then used to access further materials, according to the statement. After Cosko was caught in the act by a Hassan staffer in October 2018, the accomplice went to the office and wiped down keyboards and mice to erase any fingerprints, prosecutors said.

On Jan. 24, prosecutors said “the defendant is cooperating,” though they noted “the government isn’t convinced that he is fully cooperative.” Six days earlier, a case called USA vs. DeForest-Davis was opened in D.C. federal court.

Cosko was released on bail the next month.

DeForest-Davis has not been charged with any crimes, but the court records show she filed a CJA 23 Financial Affidavit.

Court records in unrelated cases show that a CJA 23 Financial Affidavit can serve two purposes: to establish whether someone facing or expecting to face charges qualifies for a public defender, and — since it is an outlining of one’s finances submitted under penalty of perjury — to prosecute the person for lying in order to hide money he or she had received.

DeForest-Davis did not respond to a request for comment.

DeForest-Davis was on Hassan’s payroll with a $43,000 salary at the time the incidents occurred but is not any longer, Senate documents show. She began working for Hassan in August 2017 after graduating Augustana College in Illinois and serving a short stint as a fellow at the League of United Latin American Citizens (LULAC), according to her LinkedIn profile.

In 2015, she wrote on LULAC’s website: “Identifying as a half African-American and half Caucasian woman, many people questioned why I wanted to intern at LULAC for the summer … They thought I should be spending my time within my own demographic, serving my own people, and representing my own culture.”...

...Hassan is a member of the Senate Committee on Homeland Security and Government Affairs.

Cosko is the Bernie Sanders-supporting son of a millionaire with close ties to California politicians, TheDCNF previously reported. His father is the past head of the San Francisco Chamber of Commerce and is CEO of a company that constructed a building named after the husband of Democratic California Sen. Dianne Feinstein.

The California senator is the top Democrat of the Judiciary Committee, which held the hearings regarding Kavanaugh’s nomination. Cosko once interned in Feinstein’s office....

...Prosecutors said in earlier court filings that Cosko “expressed intention to commit more similar crimes while charges were pending.” But in December 2018, his lawyer argued strenuously to get the slight-framed 27-year-old out of general population jail in D.C.

A months-long heist

Court documents said Cosko feared his “termination” by Hassan in May 2018 would stymie his career, but Democratic Texas Rep. Sheila Jackson Lee hired him soon after. Her office has declined to explain whether it received a reference from Hassan’s office.

Working with the accomplice, he orchestrated a series of break-ins from July to October 2018, installing “keyloggers” that captured every keystroke on six Hassan computers and sorted information into folders such as one marked “high value,” prosecutors said....

...The senators included Lindsay Graham of South Carolina, Orrin Hatch of Utah, Mike Lee of Utah, Mitch McConnell of Kentucky and — after he called for finding and punishing the suspect — Rand Paul of Kentucky.

On Oct. 2, DeForest-Davis allegedly “provided [Cosko] the keys knowing that [he] intended to unlawfully enter the Senator’s office that night,” prosecutors said. A Hassan aide who recognized Cosko as a fired staffer caught him there, and Cosko fled and then emailed the witness “If you tell anyone I will leak it all. Emails signal conversations gmails. Senators children’s health information and socials,” the statement of fact shows.

The next morning, he met with the accomplice to return the key and asked her to “wipe down all of the computers, keyboards and computer mice, and to unplug the computers in Senator Hassan’s office,” according to the statement. DeForest-Davis allegedly wiped off finger prints but then another Hassan staffer, identified as WITNESS 3, entered the area. DeForest-Davis allegedly texted Cosko: “Hey So I was able to wipe down the keys and mouse but [witness] was coming so I could [not] do the other thing… sorry I couldn’t do everything,” according to the statement.

Among other crimes, Cosko pleaded guilty to obstruction of justice.
