I speculate that the owners of the Federal Reserve have Trump wrapped around their finger. He either complies to protect their rapidly collapsing empire or they raise interest rates. The management class is fully aware of the inherent danger that Russia's defensive capabilities pose, so they must constrict the Russian leadership via other means.
