A border state Republican congressman is introducing a bill that would effectively use foreign funds to help pay for President Trump's planned wall on the Mexican border.
Rep. Andy Biggs of Arizona authored House Resolution 6657, which would establish a separate U.S. Treasury account to "hold deposits to be used to secure the southern border of the United States."
Republican Reps. Scott Des Jarlais of Tennessee, Ralph Norman of South Carolina, Matt Gaetz of Florida and Paul Gosar of Arizona have signed on as co-sponsors.
Biggs said in a statement obtained by The Washington Examiner (https://www.washingtonexaminer.com/washington-secrets/call-to-tax-mexico-2-000-per-illegal-immigrant-to-pay-for-trumps-wall) that "even with a Republican-controlled [Congress], we have failed to secure the funds for the border wall. In the meantime, our Border Patrol agents suffer demoralizing losses of resources and personnel."

Biggs' "Fund and Complete the Border Wall Act" would penalize the governments of countries from which illegal immigrants emigrate.


The country would have $2,000 in foreign aid withheld for every illegal immigrant captured by American authorities.
The bill would also tax Western Union transfers wherein the recipient is in a foreign country, with the proceeds going to a border wall fund.

Charges a fee for all money transfers when receivers are outside the United States. Collected fees go to the border wall fund.
Great, when I next move money for business from the US to overseas I'm going to help pay for the wall. That's not Mexico paying for it.
Tax on all international trade.

The text of this proposal isn't available yet but past proposals the fees on money transfers would not apply to US citizens and legal permanent residents. The regulatory relief is to waive environmental restrictions and building requirements such as environment impact statements before construction can start.
