The U.S. State Department has remained all but silent on the issue as well, other than to characterize their suspicion as unknown “sonic attacks” targeted U.S. diplomats, according to WND. Diplomats in at least seven cities in four different countries have sought testing for strange symptoms. The victims’ symptoms include “hearing loss, dizziness, tinnitus, balance problems, visual difficulties, headaches, fatigue, cognitive issues and sleeping problems.”
The latest incident occurred in conjunction with President Trump’s recent visit with Kim Jong-Un. As Trump was heading to Singapore for the historic summit with North Korea’s leader (http://www.shtfplan.com/headline-news/trump-nominated-for-nobel-peace-prize-and-the-internet-is-freaking-out_06132018), a State Department diplomatic security agent who was part of the advanced team reported hearing an unusual sound he believed was similar to what was experienced by U.S. diplomats in Cuba (http://www.shtfplan.com/headline-news/another-sound-weapon-used-to-attack-us-diplomats-this-time-in-china_05242018) and China who later became ill.

Other researchers and physicians maintain that mass psychogenic illness could explain some, if not all, of the symptoms. A panel of Cuban scientists that evaluated U.S. evidence and gathered its own data concluded in December 2017 that U.S. recordings of a grating, supposedly unnatural sound match the chirping of the Jamaican field cricket, a notoriously noisy insect that's common in Cuba. People's state of mind determined whether they developed symptoms, the first diplomat asserts. "I don't know anybody who at one point thought we were under no risk and then subsequently decided that they were a victim."

He himself heard a mysterious sound one night last June. "Standing in the atrium of my house, it was so loud and metallic, my brain literally hurt," he says. He called the embassy security officer, who came over and recorded the sound. But his housekeeper knew right away it was a Jamaican field cricket. "She grew up on a farm. She's like, ‘Oh yeah, they drive people crazy.’"

The second diplomat echoes that experience. The sound, she says, "was eerie. A really nasty sound. Not like your head is going to explode, but it's very unpleasant." Then she and her family heard it on several more occasions outdoors. "That was reassuring. We realized it had to be the crickets."

The University of Pennsylvania's Douglas Smith (who led a paper discussing the trauma of embassy victims) said in an interview (https://www.nytimes.com/2018/09/01/science/sonic-attack-cuba-microwave.html) that microwave blasts are now considered primary candidates. The concussion-like symptoms more closely line up with microwaves and other radio frequency-related illnesses than previous explanations, including straightforward acoustic attack, anxiety or viruses. Embassy staff may have been subjected to the Frey effect, where microwaves fool the brain into perceiving phantom noises when they hit the temporal lobes processing signals from your ears. Sufficiently powerful microwave blasts can cause pain, and might even deal lasting damage to the nervous system.

The Pennsylvania study recruited six diplomats from among all those affected. Each of them was subjected to 37 cognitive tests. The tests evaluated working memory, language, reasoning, visual, concentration on hearing, movement and other cognitive abilities for a total of 10 categories of cognitive abilities.
The normal practice with cognitive tests is to measure individual performance compared with others in the population. And what is the standard measure accepted by the profession? A person must score in the bottom 5% to be considered impaired. The threshold needs to be low to take into account a variety of factors. A very small proportion of the population is deemed to be impaired.
Many of the tests described by McIntosh that had been given to the diplomats looked very familiar. I myself recently experienced, while undergoing a routine cognitive test in Montreal for aging, difficulty in concentrating. Face-to-face with a doctor for more than an hour with no let-up while having my “intelligence” probed, I found it difficult to avoid analyzing the doctor and the elaborate tests themselves. My mind inevitably wandered to such matters as the tasks awaiting my return to the office after my visit to the doctor and so on.
The motivation here is not to generalize or oversimplify. What is clear, however, it that in these tests, a maximum amount of leeway must be given to avoid diagnosing a characteristic that could in theory be considered a “cognitive impairment,” but is not one at all. Thus, a 5% threshold is the typical standard throughout the profession.
Yet, the University of Pennsylvania defined the threshold at 40%, meaning that ipsofactofourin10 who take the test will be “impaired.” Thus, the Edinburgh scientists concluded that “the 40% threshold is hardly a detail. On the contrary, it is not even recognized in our science or clinical testing.”
If readers still have doubts about this assertion, let me assure you that McIntosh and his colleague did not leave any stone unturned. They actually replicated the Pennsylvania model that looked at the probability of passing all the tests when the threshold for failure was set at 40%. Furthermore, the two scientists reproduced the tests 1,000 times! The subjects were all classified as impaired.
In their report, the U.S. doctors revealed that all six diplomats who had the full battery of tests had some brain impairment or another. However, McIntosh said that anybody who took the tests would have been classified as impaired.
The University of Pennsylvania to date has never responded to the very specific issue of the 40% criterion, even though a very important portion of the U.S. State Department’s retaliatory measures against Cuba is based on the 40% baseline.

To wit, NBC News (https://www.nbcnews.com/news/latin-america/u-s-officials-suspect-russia-mystery-attacks-diplomats-cuba-china-n908141) reported Tuesday morning that the State Department believes Russia is the prime suspect in a series of mysterious attacks using concentrated sound waves or microwaves (the US still isn't certain of the exact nature of the attacks) that seriously injured 26 "diplomats" (many of whom were CIA spies) working at the US embassy in Havana. While State Department insiders have been dropping hints about the identity of the suspect (last week, we noted that some US scientists believe a Soviet-era weapon (https://www.zerohedge.com/news/2018-09-01/were-soviet-mind-control-weapons-used-carry-out-mysterious-us-embassy-attacks) utilizing concentrated microwaves may have been used in the attack), nobody at the department had been willing to confirm whether Russia, Cuba, China or some other shadowy entity was on the list of suspects.
That is, until now.
The news about the US's suspicions is significant: After simmering beneath the surface for years, the story about the mysterious attacks could soon become front page news as the US could leverage whatever evidence it has to justify imposing further sanctions against Russia - particularly in light of the UK's move to tighten its own Russia-directed sanctions following the conclusion that Russia's GRU sanctioned the chemical weapons attack on former double agent Sergei Skripal (however tenuous the evidence may be (https://www.zerohedge.com/news/2018-09-05/russias-alleged-skripal-assassins-caught-breaking-laws-physics)).


As NBC reports (https://www.nbcnews.com/news/latin-america/u-s-officials-suspect-russia-mystery-attacks-diplomats-cuba-china-n908141), the US has intercepted some incriminating SIGINT that suggests the Russians were involved in the attacks. However, these intercepts, while incriminating, are still inconclusive, which seems...strange, considering the black-and-white nature of such blatant attacks.

The suspicion that Russia is likely behind the alleged attacks is backed up by evidence from communications intercepts, known in the spy world as signals intelligence, amassed during a lengthy and ongoing investigation involving the FBI, the CIA and other U.S. agencies. The officials declined to elaborate on the nature of the intelligence.
The evidence is not yet conclusive enough, however, for the U.S. to formally assign blame to Moscow for incidents that started in late 2016 and have continued in 2018, causing a major rupture in U.S.-Cuba relations.
Since the attacks began in late 2016, the US has had little success with its efforts to reverse-engineer the weapon.

So the State Department is not sure there was any attack at all, or just crickets or electronic humm. And if there was an attack , they have no idea what it was, but do list several tinfoil hat theories like rf beams, ultrasonic beams, microwaves, a super secret new weapon, or something else. However, the one thing they are certain is that whatever happened or didn't happen in Cuba, Russia is certainly behind it. How convenient for the (Deep) State Department.
