It's a tool used to brainwash the ignorant. Frank Luntz hand picked "Conservative" and "Moderates" are in a room in the back watching the debate turning dials like test monkeys.

The chart resets after each candidate. It will drop dramatically before every candidate to reset to 5.

Focus groups are a risk/calibration tool. That someone would use the results instead of reporting news tells you that they're in the entertainment/sales industry and not the news industry.
