Wow, sheesh how blunt and rude. That's just my opinion though.
How about "Thank you for reaching out, unfortunately due to prior engagements he will not be able to attend."
You should be glad you got a reply. That's something.

they plan things way way in advance.
im sure theres other ways we can get him to show his support.

since you have the line open, why not ask if/when and where he'd be available for an appearance (not necessarily a performance, that's asking a lot) in the future (pre Feb 5th.)
Build an event around his schedule.
Orrr just ask if he has considered an endorsement. Drop some names who have endorsed him, then ask for one. Explain that his voice is needed, etc.
