Senate Minority Leader Chuck Schumer, D-N.Y., plans to introduce legislation on Friday to decriminalize marijuana on the federal level, adding a high-profile advocate in the effort to decriminalize, legalize and normalize marijuana use in America.

Schumer's legislation would remove marijuana from the list of scheduled substances under a 1970 law that classifies marijuana as dangerous as heroin for legal and regulatory purposes. It would establish funding for women- and minority-owned marijuana businesses, [WTF? FU!] require more research on the drug's public health impact, and maintain federal authority to regulate commercial advertising, similar to existing regulations for tobacco and alcohol.

"If smoking marijuana doesn't hurt anybody else, why shouldn't we allow people to do it and not make it criminal?" Schumer told Vice News Tonight on HBO in a Thursday interview previewing his bill. To drive home that point, Schumer also agreed to sign a bong...

For Schumer, this is a shift. While he has backed medical marijuana and the rights of states to experiment with legal sales of pot, what he is proposing is a seismic shift in federal drug policy .

...While this looks like an obvious election year-play, Schumer claimed it wasn’t about he looming 2018 or 2020 elections.

“I’m doing it because I think it’s the right thing to do. I’ve seen too many people’s lives ruined by the criminalization,” he said. “If we benefit, so be it. But that’s not my motivation.”

You may be right. I've read recently an article about Californian cannabis tax revenue https://cannasos.com/news/politics/california-cannabis-tax-revenue-lower-than-expected-governor-forced-to-act and it hit me the same idea.

It does not seek to legalize marijuana, but instead proposes an amendment to the Controlled Substances Act, protecting people who choose to use marijuana, so long as they comply with local state or tribal laws. The bill also states that compliant marijuana transactions are not considered trafficking, and, finally, removes industrial hemp from the list of substances prohibited under the CSA.
