It's been Brennan and US/UK combined CIA/GCHQ efforts all along.

which became the dossier.
NO ONE 'commissioned' it... it was already in play, then assembled, then sold, then leaked, then FISA'd.

WikiLeaks founder Julian Assange lost his internet access and visitor privileges Wednesday at the Ecuadorian Embassy in London.
In a statement from the Ecuadorian government, Assange is accused of breaching a written commitment signed at the end of 2017 concerning interference with other nations.
“The Government of Ecuador warns that the behavior of Assange, with its messages through social networks, puts at risk the good relations that the country maintains with the United Kingdom, with the rest of the States of the European Union and other nations,” a translated section of the announcement says.

It was Cambridge Analytica that made Brexit happen and, together with WikiLeaks, got President Trump crowned as president.
In one of those strange coincidences, Julian Assange effectively headquarters WikiLeaks from the Ecuadorian embassy (in London), just a few miles away from Cambridge Analytica’s head office.

Just before the US election in November 2016, Alexander Nix (CEO of Cambridge Analytica) contacted Julian Assange to ask him if he wanted some “help” with WikiLeaks’s stolen emails.

In some more strange coincidences, Nigel Farage, who led the Brexit campaign, is friends with Steve Bannon and Robert Mercer (Mercer is financier of Cambridge Analytica, part of the SCL Group). Steve Bannon was part of Donald Trump’s team, is leading propaganda network Breitbart and was working with Cambridge Analytica.
Farage subsequently visited Donald Trump, Assange, and then Dana Rohrabacher. Rohrabacher is described in the US press as “Putin’s favourite congressman”.

Roger Stone, a long-time unofficial adviser to Donald Trump, has confirmed that was briefed in advance about the leaked Democratic emails by an American libertarian who was in contact with WikiLeaks founder Julian Assange. Stone told the Daily Caller:
I’ve admitted I’ve been in communication with Assange through an intermediary.
They don’t tell me what they’re going to release.

In August 2016, Stone told a Florida audience:

The document calls for the immediate restoration of communications for Wikileaks Editor-In-Chief Julian Assange.One week ago, Julian Assange’s internet, phone calls and access to visitors were totally cut off at the behest of Ecuadorian President, Lenin Moreno.

John Kiriakou’s personal support of this message was particularly noteworthy, in light of the fact that his former agency is now personally invested in arresting the Wikileaks co-founder.
