The Trump administration on Tuesday made a controversial move to expand access to health insurance plans that do not meet the requirements under ObamaCare.
The proposed rules would allow people to buy short-term health insurance for up to 12 months, lifting restrictions from the Obama administration that limited the coverage to a maximum of three months.
It’s the latest step taken by the Trump administration to open up cheaper, less-comprehensive insurance options as an alternative to people signing up for ObamaCare. Republicans say these options are needed to help people facing high costs under the health law.
The short-term plans announced Tuesday differ from ObamaCare in one key respect: people with pre-existing conditions can be charged more. In addition, the plans to do not have to comply with ObamaCare mandates for covering certain services, such as mental health treatment or prescription drugs.

The Department of Health and Human Services finalized a rule change on Wednesday that will allow Americans to purchase short-term health-insurance plans that provide limited coverage at relatively low cost for up to three years.
The rule overturns an Obama-era restriction that limited the use of short-term plans to just three months in an effort to prevent younger, healthier consumers from leaving Obamacare exchanges in favor of less comprehensive coverage at a lower cost.
The new “short-term, limited duration insurance” plans will help those struggling to pay the high premiums increasingly embraced by insurance providers who opt to continue listing plans on Obamacare exchanges rather than leaving the exchanges amid flagging enrollment and spiking costs, as many of their competitors have done.

Available starting Jan. 1, 2019, these insurance plans will be cheaper, but that’s because they do not have to offer essential health benefits required by the Affordable Care Act for comprehensive health plans. These benefits include:

Ambulatory patient services

Emergency services

Hospitalization

Maternity and newborn care

Mental health and substance use disorder services

Prescription drugs

Rehabilitative and habilitative services, along with devices

Laboratory services

Preventive and wellness services and chronic disease management

Pediatric services, including oral and vision care

Under the short-term plans, an insurance company does not have to accept your application for insurance. If you are accepted but your health status changes (perhaps you receive an unexpected diagnosis or are involved in an accident), an insurance company can charge you a higher premium or drop your coverage. Plans may come with annual or lifetime caps on the amount of coverage an insurer will provide. These plans may be attractive to young, healthy clients, or people who are between jobs.
