Once again, it could all come down to Senator John McCain.

After sinking his party’s hopes of repealing the Affordable Care Act this year with a dramatic thumbs-down, the fate of a tax overhaul may now sit in the hands of the Republican from Arizona. In recent days, Mr. McCain has been fairly tight-lipped about his views on the tax proposal speeding through the Senate, saying he sees some problems with the existing bill but is waiting for a final plan before making a decision.

Asked about what concerned him about the Senate tax bill this week, Mr. McCain replied tersely: “A lot of things.”

Even those who know Mr. McCain best are unsure how he will vote, but if history is any guide, Republicans have reason to worry.

Mr. McCain has voted against big tax cuts before, including two that passed under another Republican president: George W. Bush. In that case, he bucked the majority of his party on the grounds that the 2001 and 2003 cuts overwhelmingly benefited the rich — a widespread criticism of the current Senate legislation and the bill that has already passed the House.

Mr. McCain is also a deficit hawk and could find it hard to swallow a tax cut that will add around $1.5 trillion to the federal debt over 10 years.

Bob Corker tries to say the same thing about himself. He floated that lie yesterday and was promptly shot down by anyone with a computer, tablet, or smartphone. He seems to be leaning the other way, now.

I remember him running a presidential campaign where he promised to tax employer healthcare benefits as income. At the time, it would have increase my income tax bill over $2,500 per year. McCain likes big government with lots of taxing and borrowing. The nation will be much better off with him out of congress.

"Corker Deal" would automatically raise taxes if the cuts don't boost economy quick enough. Corker is concerned about the tax bill adding to the debt. It doesn't say which taxes would go up.

Sen. Bob Corker said Tuesday a "backstop" to curb future budget deficits could help to win his crucial vote for the GOP tax bill.

The Tennessee Republican and others are seeking the protection in case the nearly $1.5 trillion in proposed tax cuts do not meet the GOP's expectations for sparking economic growth. The "trigger" described by Corker would raise taxes if the plan does not boost the U.S. economy enough.

"What several of us have asked for is a backstop or trigger in that event we don't meet the projections that have been laid out — since we're not going to score it — that we have a backstop. And so that's what we've been working on throughout the weekend and feverishly today," Corker told CNBC's "Squawk Box."

"So, I hope we'll get there. I know it's important not just to me, but numbers of members who want to make sure that, for some reason these projections are off, we don't have the growth that's been laid out, it doesn't generate revenues, that we're not passing off increased debt to future generations," he added.

Concessions to try to bring in one vote sometimes costs another vote.


The concession immediately drew a detractor as Republican Senator John Kennedy told reporters he "would rather drink weed killer than vote for the thing," adding: "I don't like voting for automatic tax increases."
