President Donald Trump wants to put his stamp on the welfare system, apparently in favor of a more restrictive policy. He says “people are taking advantage of the system.” Trump, who has been signaling interest in the issue for some time, said this past week that he wants to tackle the issue after the tax overhaul he is seeking by the end of the year. He said changes were “desperately needed in our country” and that his administration would soon offer plans.

Requiring recipients to begin working after two years of receiving benefits;
Placing a lifetime limit of five years on benefits paid by federal funds;
Aiming to encourage two-parent families and discouraging out-of-wedlock births;
Enhancing enforcement of child support; and
Requiring state professional and occupational licenses to be withheld from illegal immigrants

It also said no benefits to legal immigrants for the first five years they are legally in the country- something Trump also said he wanted to impose (not realizing it was already in effect).

It was a GOP congress that forced Clinton to do the reform, which Obama gutted almost as soon as he took office
