The original policy was an unwritten law the Obama team managed to slip under the noses through the refugee loophole that has been affecting the entire world. They originally claimed that they wanted the children from dangerous Central American countries to be able to go straight to the United States rather than the dangerous road the journey requires to cross illegally. However, the program was filled with faults from the beginning as some of the qualifications made little to no sense.
Refugee status is a hard thing to prove internationally but can be extremely beneficial if the program were to become manipulated. Being a refugee often means that one needs to require that their homeland is either gone, occupied, or seeking their death for political reasons.
