A proposal from Senate Finance Chairman Orrin Hatch (http://thehill.com/people/orrin-hatch) (R-Utah) and House Ways & Means Chairman Rep. Kevin Brady (http://thehill.com/people/kevin-brady) (R-Texas) would fund key ObamaCare insurer payments, known as cost-sharing reductions (CSRs), for two years and temporarily repeal the law's individual and employer mandates.

“As I have said all along, if Congress is going to appropriate funds for CSRs, we must include meaningful structural reforms that provide Americans relief from Obamacare,” Hatch said in a statement.

So if I read this correctly they would stop fining uninsured people and just dole out tons of cash to the insurers?

I would be happy to assemble a team to create the methodology to design a study to discern the best method of equitably distributing your resources. I will need $10 million to create and explain my proposal.

How about $100 million and we give you a list of orgs you will work with to accomplish the goal? You get to keep the $10 mil as a retainer and shovel the rest in fees to them.
