Trying to understand why Nelson Mandela was not labelled as "gunman" or "shooter" by US/UK but was labelled a "terrorist"?

The alleged man behind biggest mass shooting in US last week reportedly left traces of car bomb, cased various public venues across US for targetting and yet in these same reports he is being labelled as "gunman" or "shooter" by literally all media owners' employees?

Authorities hunting for a motive behind the carnage at a Las Vegas concert are looking into the possibility that gunman Stephen Paddock planned additional attacks, including a car bombing.

In addition, law enforcement was investigating whether Paddock had scoped out other music festivals in Las Vegas and Chicago - and even Boston's Fenway Park.
