In a week in which the MIC already scored big with Monday's sale of Orbital, today it was the NRA's turn to rejoice, when gun stocks soared on a Reuters report (http://www.reuters.com/article/us-usa-trump-weapons-exclusive/exclusive-trump-administration-prepares-to-ease-export-rules-for-u-s-guns-idUSKCN1BU2N8)that the Trump administration was preparing "to make it easier for American gun makers to sell small arms, assault rifles and ammunition" to foreign buyers. The stocks of Ruger, Smith & Wesson and American Outdoor brands have all soared by as much as 18% on the news.

According to Reuters sources, aides to President Donald Trump - which these days mostly includes retired army generasl - are completing a plan to shift oversight of international non-military firearms sales from the State Department to the Commerce Department. The difference is that while the State Department is primarily concerned about international threats to stability and maintains tight restrictions on weapons deals, the Commerce Department typically focuses more on facilitating trade, in other words growing it.
“The NSC is working through the interagency process with the State Department and the Department of Commerce to ensure that U.S. industries have every advantage in the global marketplace, while at the same time ensuring the responsible export of arms,” said an official with the White House National Security Council.
And that's how Trump repays the NRA for its support during his campaign: the National Rifle Association spent more than $30 million in support of his candidacy. “I am going to come through for you,” Trump told the NRA convention in April.
He now has.
The new rules will reportedly cut government red tape and regulatory costs, boosting U.S. exports of small arms and creating jobs at home.

Gun stocks are zooming higher in late session Thursday after the Trump administration passed a crucial milestone in a long-delayed rule change that would make it easier for gun companies to export firearms around the world, sources told Reuters.
Sources said the rule change would shift oversight of firearm exports from the U.S. Department of State to the Department of Commerce. The timing of this change could occur as early as next month.
The National Sports Shooting Foundation concluded in an earlier report that American Outdoor Brands and Sturm Ruger & Company could see foreign gun sales surge by as much as 20% upon the rule change. Both companies would likely export assault rifles and ammunition.

U.S. firearms makers will be able within days to export as much as 20% more guns, including assault rifles and ammunition, under rules the Trump administration announced on Friday.The change, which had been contemplated for more than a decade, will officially move oversight of commercial firearm exports from the State Department to the Commerce Department, where export licenses will be much easier to obtain.

The move by President Donald Trump's administration will generate business for gun makers such as American Outdoor Brands Corp and Sturm Ruger & Co, while increasing the sale of deadly weapons abroad. Relaxing the rules could increase foreign gun sales by as much as 20%, the National Shooting Sports Foundation has estimated.

The Department of Commerce is "better oriented for the kinds of licensing requirements that we are going to be enforcing." Rich Ashooh, the U.S. Assistant Secretary of Commerce for Export Administration told reporters in a conference call.
A draft of the rules was published on Friday, with publication in the Federal Register expected next week, said Clarke Cooper the State Department's Assistant Secretary for Political-Military Affairs.
"While we are providing industry a some regulatory relief and a cost savings, it does improve enforceability," Cooper said.
