It has occurred to me what this is about, when CALExit comes we will insist on keeping the red counties, the official government of the state will agree like Ireland agreed to let Northern Ireland stay in the UK, then these gangs and other groups like AntiFa will be used to create a DPRKalifornia "IRA" to run a deniable guerilla war for the red counties, they are getting them used to a government paycheck so they will serve the new state, they may try to use them to agitate and terrorize for secession in the first place.

Mexico will make an ideal base for foreign support for the insurgency, supplies and advisors will land in Baja and then sneak across the border.
