A doctor who evaluated American and Canadian diplomats working in Cuba diagnosed them with conditions as serious as mild traumatic brain injury and damage to the central nervous system, CBS News said on Wednesday, citing medical records it reviewed.The diplomats had complained of symptoms including hearing loss, nausea, headaches and balance disorders after what were described as "incidents" that began affecting them in Havana beginning in late 2016, CBS News said.

As before, the origin point of the noise remained elusive, but it’s been noted that these attacks have been known to occur at night when the diplomats were sleeping.

At present, much remains a mystery, at least to the general public. The US and Cuban diplomatic services have been discussing the issue both publically and privately, the FBI and the Royal Canadian Mounted Police are in Havana to investigate, and a few Cuban diplomats have been expelled from Washington DC during the furor – but other than that, what’s actually going on is anyone’s guess.

Its obviously not on for the Hitler Channel, these are just actors putting our minds at ease. Imagine what a microwave gun could do to a crowd when its cranked up? Since then, PD/DoD have been working on lighter systems. DoD must have positioned one next door, and the adjacent rooms became microwave ovens. I'm not saying all 16 US diplomats were tested, maybe some just wanted disability, and the State Department didn't want to make a fuss.

Another health attack on diplomats in Cuba last month

Mysterious incidents affecting the health of American diplomats in Cuba continued as recently as August, the United States said Friday, despite earlier U.S. assessments that the attacks had long stopped. The U.S. increased its tally of government personnel affected to 19.
The new U.S. disclosures came the same day that the union representing American diplomats said mild traumatic brain injury was among the diagnoses given to diplomats victimized in the attacks. In the most detailed account of the symptoms to date, the American Foreign Service Association said permanent hearing loss was another diagnosis, and that additional symptoms had included brain swelling, severe headaches, loss of balance and "cognitive disruption."
At the State Department, spokeswoman Heather Nauert said the U.S. was continually revising its assessments of the scope of the attacks as new information was obtained. She said the investigation had not been completed.
"We can confirm another incident which occurred last month and is now part of the investigation," Nauert said.

2 More Americans Affected By Mysterious 'Sonic Attacks' In Cuba
Now, the Associated Press (http://abcnews.go.com/Health/wireStory/apnewsbreak-americans-affected-cuba-health-attack-49802396) is reporting that two more Americans were affected by the attacks, bringing the victim count to 21, and according to one State Department spokesperson, that number could continue to climb.

The additional two individuals appear to be cases that were only recently reported but occurred in the past.

The State Department said no new, medically confirmed "incidents" have taken place since the most recent one in late August. Earlier this month, the U.S. disclosed there had been another incident in August after previously saying the attacks had stopped.

It's possible the number could grow even higher as more cases are discovered. State Department spokeswoman Heather Nauert said the U.S. continues to assess American personnel.”
The U.S. didn't say how serious the newly disclosed incidents were. But the State Department said it was providing "the best possible medical evaluation and care" throughout the ordeal, including aid from a medical officer on staff at the embassy. As the disturbing incident has unfolded, the US has encouraged its diplomatic personnel to immediately report any strange symptoms.

He climbed back into bed. Inexplicably, the agonizing sound hit him again. "None of this has a reasonable explanation," said Fulton Armstrong, a former CIA official who served in Havana long before America re-opened an embassy there. "It's just mystery after mystery after mystery."
Suspicion initially focused on a sonic weapon, and on the Cubans. Yet the diagnosis of mild brain injury, considered unlikely to result from sound, has confounded the FBI, the State Department and U.S. intelligence agencies involved in the investigation.
Some victims now have problems concentrating or recalling specific words, several officials said, the latest signs of more serious damage than the U.S. government initially realized. The United States first acknowledged the attacks in August — nine months after symptoms were first reported.
It may seem the stuff of sci-fi novels, of the cloak-and-dagger rivalries that haven't fully dissipated despite the historic U.S.-Cuban rapprochement two years ago that seemed to bury the weight of the two nations' Cold War enmity. But this is Cuba, the land of poisoned cigars, exploding seashells and covert subterfuge by Washington and Havana, where the unimaginable in espionage has often been all too real.
The Trump administration still hasn't identified a culprit or a device to explain the attacks, according to interviews with more than a dozen current and former U.S. officials, Cuban officials and others briefed on the investigation. Most weren't authorized to discuss the probe and demanded anonymity.
"The investigation into all of this is still under way. It is an aggressive investigation," State Department spokeswoman Heather Nauert said Thursday. "We will continue doing this until we find out who or what is responsible for this."
In fact, almost nothing about what went down in Havana is clear. Investigators have tested several theories about an intentional attack — by Cuba's government, a rogue faction of its security forces, a third country like Russia, or some combination thereof. Yet they've left open the possibility an advanced espionage operation went horribly awry, or that some other, less nefarious explanation is to blame.
Aside from their homes, officials said Americans were attacked in at least one hotel, a fact not previously disclosed. An incident occurred on an upper floor of the recently renovated Hotel Capri, a 60-year-old concrete tower steps from the Malecon, Havana's iconic, waterside promenade.
The cases vary deeply: different symptoms, different recollections of what happened. That's what makes the puzzle so difficult to crack.
In several episodes recounted by U.S. officials, victims knew it was happening in real time, and there were strong indications of a sonic attack.
Some felt vibrations, and heard sounds — loud ringing or a high-pitch chirping similar to crickets or cicadas. Others heard the grinding noise. Some victims awoke with ringing in their ears and fumbled for their alarm clocks, only to discover the ringing stopped when they moved away from their beds.
The attacks seemed to come at night. Several victims reported they came in minute-long bursts.
Yet others heard nothing, felt nothing. Later, their symptoms came.
The scope keeps widening. On Tuesday, the State Department disclosed that doctors had confirmed another two cases, bringing the total American victims to 21. Some have mild traumatic brain injury, known as a concussion, and others permanent hearing loss.
Even the potential motive is unclear. Investigators are at a loss to explain why Canadians were harmed, too, including some who reported nosebleeds. Fewer than 10 Canadian diplomatic households in Cuba were affected, a Canadian official said. Unlike the U.S., Canada has maintained warm ties to Cuba for decades.
Sound and health experts are equally baffled. Targeted, localized beams of sound are possible, but the laws of acoustics suggest such a device would probably be large and not easily concealed. Officials said it's unclear whether the device's effects were localized by design or due to some other technical factor.
And no single, sonic gadget seems to explain such an odd, inconsistent array of physical responses.
"Brain damage and concussions, it's not possible," said Joseph Pompei, a former MIT researcher and psychoacoustics expert. "Somebody would have to submerge their head into a pool lined with very powerful ultrasound transducers."
Other symptoms have included brain swelling, dizziness, nausea, severe headaches, balance problems and tinnitus, or prolonged ringing in the ears. Many victims have shown improvement since leaving Cuba and some suffered only minor or temporary symptoms.
After the U.S. complained to Cuba's government earlier this year and Canada detected its own cases, the FBI and the Royal Canadian Mounted Police traveled to Havana to investigate.
FBI investigators swept the rooms, looking for devices. They found nothing, several officials briefed on the investigation said.

Professor Kevin Fu and members of the Security and Privacy Research Group at the University of Michigan say they have an explanation for what could have happened in Havana: two sources of ultrasound — such as listening devices — placed too close together could generate interference and provoke the intense sounds described by the victims.
And this may not have been done intentionally to harm diplomats, the scientists concluded in their study, first reported by the Daily Beast.
Those who have followed the case closely say the new theory makes sense.


“This is a variation of what I have always thought,” James Cason, a former top U.S. diplomat in Havana, told el Nuevo Herald. “It explains the sonic part, that no one was spotted planting new devices inside the homes and doing it from the outside would require something huge.”
The health incidents — which took place between November 2016 and August 2017 at homes and two Havana hotels — were initially blamed on “sonic attacks.” The cause has perplexed the Department of State, the FBI and other U.S. agencies that have been trying to figure out just what made 24 intelligence officers, diplomats and relatives based in Havana ill. Many reported a variety of symptoms such as hearing loss, headaches, cognitive problems and other ailments that doctors said correlate with concussions.

Most of the victims said they heard a shrill sound coming from a specific direction before experiencing the ailments.
Fu and his team used recordings of the sound obtained by The Associated Press and applied reverse-engineering to replicate what was heard by diplomats. By combining various ultrasound signals, they discovered that the resulting distortion produced an audible sound similar to what was heard in the original recording.

The U.S. on Friday said it pulled two more workers (http://thehill.com/policy/international/391417-us-pulls-two-more-people-out-of-cuba-over-mysterious-health-concerns) from its embassy in Cuba amid concerns that they may have been affected by the same mysterious health incidents as other employees in Havana, as well as China.
A State Department official said Friday that the two individuals may be new cases, but it has not been "medically confirmed."

The State Department revealed that another diplomat working at the U.S. Embassy in Cuba has fallen victim to a mysterious attack.
The diplomat, who is now the Havana-based embassy’s 25th individual (https://www.nytimes.com/2018/06/21/us/politics/us-diplomat-cuba-embassy-illness.html?smid=tw-nytpolitics&smtyp=cur) to be affected, was evacuated to the U.S. to be medically evaluated.
A second employee was also evacuated over health concerns and is currently under medical supervision. Doctors are still attempting to determine whether the issues are related to the mysterious attacks.
