This is how I understand Paul's positions. Is this right?

Ron Paul does not "support the full legalization of marijuana"

Ron Paul does support the end to the "War on Drugs" ie. eliminating federal drug laws, not allowing the use of drugs.

All 50 states have laws prohibiting marijuana, all of these laws would still be in effect during a Paul presidency.

Under Paul, states would have the right to legalize drugs, if they choose to do so. This is quite different than "legalizing drugs"

Ron Paul supports the use of hemp for industrial processes.

Here's how I would be characterize his position:

As a libertarian, Ron Paul SUPPORTS legalization of drugs at any level of government. However, the Constitution does not give the federal government the power to regulate marijuana within states; only the states have that power. So he would return all autonomy regarding marijuana regulation within states to the states; the federal government really has no authority under the Constitution to sanction it within states, or to ban it within states.

The only role the government would have in dealing with marijuana would be in the cases of interstate commerce of marijuana. And Ron would certainly oppose banning interstate trade of marijuana and would get rid of all interstate commerce regulations of marijuana.

His position is analogous on abortion. He is personally pro-life, but decisions on whether or not abortion should be legal within states is up to the states under the Constitution. However, he has voted against laws banning people from crossing state lines to get abortions because it is a regulation on interstate commerce and travel of peoples.

People label Ron Paul as a 'libertarian', he never calls himself one and we don't know what he would do if he was in State legislature.

Could he still encourage states to legalize drugs? I'm sure that if spoken from the podium of the presidency, a lot of people would stand up and take notice. Would that be against his principles to utilize the presidency in such a way?

He's said time and again, "Government cannot protect people from themselves or make people better people." So yes: he would encourage full legalization.

He's said on numerous accounts that he identifies as a libertarian. And he said on Bill Maher "That is true" when Maher called him a "real libertarian." So Ron has acknowledged his libertarianism many times. Albeit, he packages it in a federalist constitutionalist form.
