If it's constitutional, yes. If it's not, he always votes no.

One area where he has consistently favored more funding is for Veterans.

They call him "Dr. No" in congress... Heck he even gives back to the taxpayers a portion of his office budget each year. Makes me wonder.... just HOW BIG that office budget is?

He advocates spending if the spending is allowed within a strict interpretation of Constitution. His record is in 100% consistency with his beliefs, making him one of few lawmakers ever with such a record in the past century.

I don't know if what I know applies to his 1970s/80s tenure or to the time after I left the office, but I'm pretty sure he voted against every spending bill except for one "present" vote on a DC appropriation (no, I don't remember the circumstances) once.
