What does "total war" mean?

Seems to me its been continuous war since about Ancient Greece.

Not too much agreement there but I think Ron was referring-to the targeting of civilian populations.

To be frank, I am surprised the good doctor hadn't been liquidated long ago. Heaven knows he's pissed in Theire cornflakes in more ways than I can probably count.
