CEDAR RAPIDS, Iowa — President Donald Trump said in a speech here Wednesday night he would soon introduce legislation that immigrants to America should not receive welfare benefits for at least five years.
The new measure will stipulate that “those seeking admission into our country must be able to support themselves financially and should not use welfare for a period of at least five years,”

Legislation backed by then-President Bill Clinton, called the "Personal Responsibility and Work Opportunity Reconciliation Act of 1996," states immigrants are "not eligible for any federal means-tested public benefit" for five years beginning when they come into the country. However, the law has exceptions and additional legislation since its passage has also affected eligibility.

President Trump in a rally on Wednesday evening said immigrants who enter the United States should not be eligible for welfare benefits for five years, though such a law has already existed for 20 years.

“The time has come for new immigration rules which say that those seeking admission into our country must be able to support themselves financially and should not use welfare for a period of at least five years,” Trump told a crowd in Cedar Rapids, Iowa at the U.S. Cellular Center.

The president said his administration would be “putting in legislation to that effect very shortly.”

But such a law is already in effect and has been in place since 1996.

Known as the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 (PRWORA), the legislation was passed during the administration of former President Bill Clinton and said that an immigrant is “not eligible for any Federal means-tested public benefit” for 5 years, which starts on the date the immigrant enters the country.

There are exceptions under the law as to what qualifies as a federal-means tested public benefit. Some exceptions include certain medical assistance, "in-kind emergency disaster relief," and public health assistances for some vaccines.

Trump has long pushed for more aggressive immigration policies, seeking to build a wall on the United States’ border with Mexico.

President Trump announced Wednesday night that he will soon ask Congress to pass legislation banning immigrants from accessing public assistance within five years of entering the U.S.


“The time has come for new immigration rules that say ... those seeking immigration into our country must be able to support themselves financially and should not use welfare for a period of at least five years," Trump told a campaign-style rally in Grand Rapids, Iowa.


Trump's proposal would build on the Personal Responsibility and Work Opportunity Reconciliation Act of 1996, which allows federal authorities to deport immigrants who become public dependents within five years of their arrival. Many of that law’s provisions were rolled back during the George W. Bush and Barack Obama administrations, but Trump's proposal would make more categories of federal benefits off-limits to immigrants.


Currently,states typically have the authority to determine eligibility for local public assistance programs


Foreigners with non-immigrant visas and those who don't have legal status are generally prohibited from those benefits altogether.


Trump's proposal would also prevent the admission of people who are likely to become so-called "public charges" within five years of their arrival. The concept of "public charge" has been part of U.S. immigration law for over a century. It allows the government to bar entry to individuals who are likely to seek public assistance. Trump is expected to propose toughening up the rules regarding “public charge” and ensuring that they are enforced.


The administration circulated a draft executive order to make Trump's proposed changes earlier this year. However, Trump's remarks Wednesday indicated that he wants Congress to codify his plan into law.


In requesting these changes, the White House will cite a 2015 report (http://cis.org/Welfare-Use-Immigrant-Native-Households) from the Center for Immigration Studies that found 51 percent of households headed by an immigrant are using some form of public assistance, compared to 30 percent among non-immigrant families. That report has been disputed by critics who say it does not take into account the nuances of many immigrant families.

I'm no Trumpkin that's for certain but the direct quote from NBC article is “those seeking admission into our country must be able to support themselves financially and should not use welfare for a period of at least five years..." not that he would ban it and or make it law himself. It was simply a statement that they must do it.

Unless there is more to that quote they decided to not include, they're full of shit.

Medicare regulations stipulate that she needs to have been lawfully admitted for permanent residence and have resided continually in the country for five years before she’s eligible to enroll.

Immigrants should not get welfare at all. Or subsidized housing. Or free care at a county medical clinic unless the clinic is privately funded and free for all. Or free interpreters. Or food stamps.

Our city does have a privately funded free clinic with volunteer interpreters, just in case you wondered.

Point taken.

I don't have tme to search it now, but Eagle Forum put forth some interesting data regarding some charities that lobby for immigration and are getting money from the government to place the immigrants and put them in touch with services.
