Don't recall any other world leader making such shocking statements in public.
Should US leaders condemn this statement and issue forceful denial of these shocking charges?

The US is to blame for the rise of Al-Qaeda and its late mastermind Osama bin Laden, which it empowered to fight Soviet troops in Afghanistan, Vladimir Putin told Oliver Stone. Putin also said there is proof the CIA supported terrorists in Russia’s Chechnya.

In the first episode of Stone’s hugely anticipated Showtime series, which aired Monday night, the Russian leader reflected on the origin of Islamic extremist groups, including Al-Qaeda.

“Al-Qaeda is not the result of our activities. This is the result of activities of our US friends. This all started in the times of the Soviet war in Afghanistan, when the US security services supported different movements of Islamic fundamentalism in their struggle against the Soviet troops in Afghanistan,” Putin told Stone, adding that the “US side has nurtured both Al-Qaeda and [Osama] bin Laden.”
Washington should have foreseen that backing Islamists will backfire, with extremists eventually getting out of control.
“It always happens like this. Our US partners should have been aware of it. It is their fault,” Putin said.

meh... why condemn what is largely known to be true?... & as for issuing a forceful denial, it would certainly have to be forced.

Ok, hard to disagree there. And helped refresh my memory also about recent years news. Seems neocons owners got game.

Speaking of learning from history, let's hope Putin's grandchildren someday would not be repeating similar statements citing US role in "nurturing of ISIS terrorists".

MAGA seems to be saying same thing Putin said , but unlike bold wording he used about Obama's support for Jihadi groups in Syria, he seems to be only implying so indirectly about Reagan:

Washington (CNN)During his freewheeling, 90-minute cabinet meeting Wednesday, President Donald Trump briefly argued that the Soviet Union "was right" to invade Afghanistan in 1979 because "terrorists were going into Russia," a head-scratching aside that was widely criticized as historically inaccurate.

"Russia used to be the Soviet Union. Afghanistan made it Russia because they went bankrupt fighting in Afghanistan. Russia. So you take a look at other countries. Pakistan is there. They should be fighting," Trump said.
"But Russia should be fighting. The reason Russia was in, in Afghanistan was because terrorists were going into Russia. They were right to be there. The problem is it was a tough fight. And literally they went bankrupt. They went into being called Russia again as opposed to the Soviet Union," he added.
The Wall Street Journal editorial board reacted strongly to Trump's comments in an op-ed Friday: "Right to be there? We cannot recall a more absurd misstatement of history by an American President. The Soviet Union invaded Afghanistan with three divisions in December 1979 to prop up a fellow communist government."

What? Condemn him for being right?

Trump is right. The nutball Northern Alliance mujihadeen were going into Kabul trying to overthrow the elected government. I give Trump more credit for history than I did before.
