May 16 (UPI) -- The Department of Homeland Security has renewed a bulletin warning of the "most serious" environment for homegrown terror threats since the 9/11 attacks.

"Foreign terrorist organizations continue to exploit the Internet to inspire, enable, or direct individuals already here in the homeland to commit terrorist acts," said the bulletin, issued late Monday through the National Terrorism Advisory System. "As the United States steps up efforts to disrupt and defeat terrorist groups overseas, we will continue to face a multi-faceted threat environment."

An NTAS bulletin was first issued in December 2015 to "highlight the continuing threat from homegrown terrorists." The bulletin has been renewed three times.

Monday's bulletin, which is set to expire in November, includes new warnings on terrorist techniques.

"Homegrown terror suspects are increasingly relying on technology, such as end-to-end encrypted social media applications, to avoid detection," the bulletin said. "Moreover, terrorist groups are urging recruits to adopt easy-to-use tools to target public places and events. Specific attack tactics have included the use of vehicle ramming, small arms, straight-edged blades or knives, and homemade explosives, as well as other acts such as taking hostages."

Homeland Security Secretary John Kelly said his decision to renew the bulletin came "after careful consideration of the current threat environment and input from intelligence and law enforcement partners."

Speaking at an event at the University of Chicago on Tuesday, Kelly said strong community networks as can prevent radicalization.

"There's very few people that actually get radicalized," he said. "As an American society, we have families, we have friends, we have churches, we have mosques and synagogues, we have community this and that, we have police and all, we have a great country -- problems for sure, but we have a great country. And all of that works to keep people from becoming a white supremacist or radicalized or something like that."

Earlier this month, the State Department issued a travel alert urging citizens going to Europe this summer to be extra vigilant to the continued threat of terrorist attacks.

So, technology and "encrypted social media" is what is helping these terrorists ram cars and trucks into people. Seems legit.

If they just eliminate the Bill of Rights, then terrorism will stop. And higher taxes will help too.

The definition of terrorism has become so broadened and skewed that it's almost meaningless.

People and government agencies simply use terms like "terroristic threats" for emotional effect or to even further their own terroristic aims.

Some are children of immigrants, some are immigrants themselves, like the Tsarnaev brothers, Tashfeen Malik, Faisal Shahzad, etc.

In the late 60s and early 70s there were hundreds of terrorist incidents in the USA every year. Mostly left-linked bombings and bomb threats.

But only 1/100th the amount of security theatre. Now y'all wearing Depends because of a handful of attacks with a handful of victims. Just sayin. Keep your perspective.

The motorist, a Navy veteran, tried to flee the scene, according to police, but was tackled by a traffic agent.

There is no indication of terrorism based on information at this time, Mayor Bill de Blasio said.


The driver was identified by police as Richard Rojas, 26, of the Bronx. At 11:55 a.m. he was driving south on 7th Avenue when he made a quick U-turn onto a sidewalk at 42nd Street and sped along the sidewalk for three-and-a-half blocks, striking multiple pedestrians until crashing at 45th Street, according to law enforcement.


Rojas has had multiple arrests, including two for driving while intoxicated, police said. Investigators are reviewing Rojas' criminal history and are in the process of interviewing him.

Law enforcement sources told ABC News initial tests have come back negative for alcohol but positive for drugs. Blood tests are underway to check for the presence of synthetic marijuana or PCP, among other substances, sources said. Sources also said police are trying to determine whether Rojas suffers from psychological problems, based on statements made at the time of his arrest.

Law enforcement sources said charges are pending.

Rojas is a veteran who served in the Navy from 2011 to 2014, sources said.
