I have not tried, but it seems that the requirements for giving are no longer as strict as they used to be. It used to be that many Americans abroad could not give money if they did not have a mailing address in the US. However, now it is a different story. To give money online at the campaign site you need
1. An address
2. A credit card
3. To make some promises, one of those being that you are an American.
Therefore, Americans expats can now send money.
