A Government Shutdown This Week Will Depend On What Trump Considers A Win

A government shutdown won't happen this week because of a specific spending cut, tax hike or policy rider. The real, and perhaps only, issue will be Donald Trump's need to record a "win."

Unless the House Freedom Caucus decides to blow up the process, Congress is most likely to send Trump a funding bill for the rest of fiscal 2017 that doesn't include any of the major policy changes he's suggested: no money for the wall, no defunding of Planned Parenthood, no additional appropriations for the Pentagon, nothing on sanctuary cities, no enhanced border enforcement, continued funding for Affordable Care Act subsidies, etc.

The question is whether Trump will sign that bill and keep the government open, or veto it and shut Washington down?

It looks like the budget battle is brewing between Trump et al and Ryan Tillis Burr et al, and outlets like Forbes are preparing to lay the blame for an impending shutdown on the Freedom Caucus or Trump, and paint the establishment factions as the heroes in the battle against a government shutdown.

Every third turn they are trying to lay the blame for something on the Freedom Caucus. This time though, what the FC wants seems well aligned with what elected Trump in the first place, so I imagine we will see if they are able to lean into the fire and gin up a firestorm for the good.

Nah we can go by history and it'll be Trump/Ryan vs HFC again. I don't think the support is fully behind HFC, at this point everything they're doing is straight principle.
