For me, I think it's that he can say literally anything and his followers will execute whatever mental gymnastics are necessary to mold his meaning into one that conforms to what they want. Even better is when his various spokesmen all say slightly different things, because then they can pick and choose which message they want to believe.

I'm not sure if that's intentional on their part. If it is, it's a masterpiece, as his administration's inconsistency and seeming bumbling actually works in their favor. If not, and they lucked into it by accident, that's a hilarious fluke.
