The Barack Obama Presidential Center in Chicago could require a $1.5 billion endowment, its architects say, three times what was raised for the George W. Bush Presidential Center in Dallas.

Husband-and-wife architectural team Tod Williams and Billie Tsien noted that it will be difficult to raise such a huge sum because Obama scrupulously declined to do much fundraising while he was still in office.

The Obama Center is due to be so expensive because it will require the construction of both a presidential library and a museum about the lives of Barack and Michelle Obama. And federal requirements now stipulate that former presidents must have larger endowments to pay for annual operating costs at the libraries.

“It won’t be easy,” Williams said. “It’s not just about preserving the past. It’s about the future.”

The actual buildings were slated to cost $200 million. “But I told them it will cost $300 million,” Williams said.

Williams and Tsien spoke about the project with architectural critic Paul Goldberger on Wednesday, at the annual benefit for East Hampton’s LongHouse Reserve.

The event was held in the David Rubenstein Atrium at Lincoln Center, which the duo designed. They’ve also designed the Barnes Foundation in Philadelphia, the Phoenix Art Museum and the Logan Center for the Arts in Chicago.

Listening in rapt attention were LongHouse founder Jack Larsen, its president, Dianne Benson, and stem-cell guru Dr. Christopher Calapai.

This line should have been in bold, it explains a bit why the library costs way more than Bush's. Essentially, the $3 is the money it needs to ensure the library has enough cash to run for every. In a way I understand this cos I doubt libraries are going to get any more popular in the future and if not for the endowment money, they would all shutter down in few years after they are built.

Well, the building contract can be given to a minority and after it is build, the library could be staffed exclusively by minority women who would be paid enough money to get all the abortions they want. Win, win and win considering that all of this is from private money :)

How is a Presidential Library paid for and funded?

A Presidential Library is constructed with private or non-Federal funds donated to non-profit organizations established usually for the express purpose of building a Presidential Library and supporting its programs.

Some Libraries have also received construction and development funding from state and/or local governments.

The Library is then transferred to the Federal government and operated and maintained by NARA through its congressionally appropriated operating budget.

Some staff and programs at Presidential Libraries are paid for with funds from associated private foundations organized to fund the construction of the Library. These private foundations also provide continuing support for Library programs and special events, such as conferences and exhibitions.
