H.J.Res. 40 says

"That Congress disapproves the rule submitted by the Social Security Administration relating to Implementation of the NICS Improvement Amendments Act of 2007 (published at 81 Fed. Reg. 91702 (December 19, 2016)), and such rule shall have no force or effect."

Background information:

...

The Gun Control Act of 1968 and NICS Improvement Amendments Act of 2007 requires that agencies with pertinent records on who is or is not “a mental defective” disclose those records to the attorney general so those people can be excluded from purchasing arms through the National Instant Criminal Background Check System (NICS). The Social Security Administration (SSA) has proposed a new regulation that would create a process for transferring the records of those who seek a “representative payee” (legal proxy) under Social Security disability benefits programs to NICS, so that they may be considered a “mental defective” and thus lose their Second Amendment rights.

He's 100% right about this. It is the same with the No Fly, No Buy crap during the campaign. The Representative Payee Program thru the SSA is another arbitrary list the government can put you on without DUE PROCESS.

From SSA:

WHO MUST HAVE A REPRESENTATIVE PAYEE?

-most children under the age of 18;

-legally incompetent adults; and

-anyone we determine to be incapable of managing or directing the management of his or her funds.

If a bureaucrat can wave his finger and put you on a list stripping you of your 'rights'.... then you don't have any god damned rights.
