As DNC operative & Clinton consultant, Rahm Emmanuel saw the problems of illegal immigration for moderate congressional democrats. Basically the contrarian to Paul Ryan & Jack Kemp.

As Chicago Mayor, he has to toe the city democrat line.

The animosity to beltway libertarians, purist beltway cuckservatives was started when Jack Kemp, Paul Ryan, Dick Armey & Newt Gingrich blocked or mismanaged Clinton-Jordan immigration reforms.

The closed borders groups took a scalp with Spencer Abraham (R-MI) in 2000 running circa-1990s-OBLaden ads.
