George Mitchell was on Andrea Mitchell last night and informed audience that all US Presidents in last quarter century (Reagan, Clinton, both Bush's) had allowed to pass UN resolutions condemning Israeli settlements on Palestinian land but Obama was the first Prez who did not allow a single UN resolution critical of Israel to pass. This despite Obama having campiagned to make Israel-Palestinian peace process top priority of his administration but after election he became the most passive Prez on this issue.

It is not clear if Adler threat scandal few years back was one of the main reasons for such a major policy shift:

The U.N. Security Council on Friday passed a resolution demanding Israel cease Jewish settlement activity on Palestinian territory in a unanimous vote that passed when the United States abstained rather than using its veto as it has reliably done in the past.
The resolution declares settlements constructed on land Israel has occupied since the 1967 war, including East Jerusalem, have “no legal validity.” It said settlements threaten the viability of the two-state solution, and it urged Israelis and Palestinians to return to negotiations that lead to two independent nations.
The United States’ abstention Friday was a rare rebuke to Israel, and reflected mounting frustration in the Obama administration over settlement growth that the United States considers an obstacle to peace. With President Obamas time in office due to end in barely a month, his decision not to veto was a symbolic statement of that displeasure.
“In the absence of any meaningful peace process, as well as in the face of the acceleration of settlement activity that put at risk the viability of a two-state solution, we took the steps we did today,” said Ben Rhodes, the White House deputy national security adviser.

Is there any other explanation of this policy "shift" at this late stage other than it is a cowardly exit of a regime that through out past 8 years failed to stand up to foreign policy bullies and extremists that Andrew Adler represented?

Possible scenarios for twisting Netanyahu's arm could range from U.S. inaction at the United Nations in thwarting resolutions critical of Israel to choking off some military supplies, political sources and commentators said.
"Delaying the shipment of spares for the Apaches can ground the air force," political columnist Ben Caspit wrote in Maariv, referring to Israel's U.S.-made attack helicopters.
"The replenishment of ammunition and weapons supplies in the event of another expected conflagration in the Gaza Strip or Lebanon is a matter of American goodwill," Caspit said.
Few expect Washington ever to go as far as to hurt Israel's defences, but it does have other diplomatic pressure points.

The appropriation of 3,799 dunams (988 acres) of West Bank land between the Etzion settlement bloc and Jerusalem was announced on Sunday by the Israel Defense Forces' Civil Administration.
The appropriation was decided on by the cabinet last week as a response to the kidnapping and killing of three Jewish teens by Hamas militants in the area in June, according to the administration's announcement.
Anti-settlement group Peace Now said it was the largest land appropriation in 30 years.
The intention of appropriating the land is to create territorial continuity between the Green Line and settlements of Beitar Illit, Kfar Etzion, and Gvaot.
The appropriated land belongs to five Palestinian villages in the Bethlehem area: Jaba, Surif, Wadi Fukin, Husan and Nahalin.

For some time, the United States had had an emergency plan to attack Israel, a plan updated just prior to the 1967 war, aimed at preventing Israel from expanding westward, into Sinai, or eastward, into the West Bank.
In May 1967, one of the U.S. commands was charged with the task of removing the plan from the safe, refreshing it and preparing for an order to go into action.

To be fair, Obama adminstration had its hands full cultivating Jihadi groups in Libya, Syria/drawing red lines etc and hard to focus on peace processes in such a bloody atmosphere. In fact, other countries were worried that Obama gov would stand in the way of two-state solution to resolve this dispute that had taken urgency during Bush's Roadmap peace plan campaign after fall of WTC/1/2/7.

Senior U.S. officials and European diplomats told Haaretz that the message was also relayed to French Foreign Minister Laurent Fabius, as well as to French diplomats at the UN headquarters in New York and to officials in Washington and in other capitals.
