Bill Clinton also. According to Michael Scheuer, former Chief of the CIA bin Laden unit, Clinton was more worried about how he would look if Bin Laden were captured or killed, than whether doing so would protect American lives:

We had two chances to try to capture him using CIA assets, and eight different chances - that I'm aware of - to kill him using U.S. military air power in the space of one year - May '98 to May '99.

But if I can add, the one discouraging part of my career - and I had a great career - was to find that presidents of either party are very often not prone to protect Americans first. They worried about; What will the Europeans say about me? What will the Muslim world say?

Mr. Bush is no less responsible than Mr Clinton in that regard. He had a chance to kill Osama Bin Laden, or capture him, in Tora Bora in 2001, and they were afraid to take American casualties so they didn't do it... He could've killed Abu Musab al-Zarqawi every day for a year before we invaded Iraq - and he didn't do it..."

Good point and historic perspective.
Seems like Bush and Obama took it to a much higher level looking at Iraq WMDs , Benghazi, ISIS scams etc.

If three persons drank koolaid in sequential order, we cannot say that 2nd and 3rd person did not drink it. There are new directors and new transparency/new start pledges every time.

I don't believe either Obama or Bush did anything besides rehearse scripted talking points and sign off on things they were told to. And fill out some sort of daily menu card for the White House Chef.
