H.R.6393, Intelligence Authorization Act for Fiscal Year 2017, passed in the House of Representatives on November 30.

The legislation deals with a number of intelligence-related issues, including Russian propaganda, or what the government calls propaganda.

Section 501 calls for the government to counter “measures by Russia to exert covert influence … carried out in coordination with, or at the behest of, political leaders or the security services of the Russian Federation and the role of the Russian Federation has been hidden or not acknowledged publicly.”

Definitions include media manipulation, covert broadcasting, disinformation and forgeries, and “funding agents of influence.”

Report: Russian propaganda efforts propelled fake election news


A sophisticated Russian propaganda effort helped fuel the spread of fake news during the election cycle, the Washington Post reported Thursday.

Two groups of independent researchers found that Russia employed thousands of botnets, human internet “trolls” and networks of Web sites and social media accounts to inject false content into online political talk and amplify posts from right-wing sites.

“They want to essentially erode faith in the U.S. government or U.S. government interests,” said Clint Watts, a fellow at the Foreign Policy Research Institute who co-authored a report about Russian propaganda. “This was their standard mode during the Cold War. The problem is that this was hard to do before social media.”

A similar report from PropOrNot, provided to the Post, identifies more than 200 websites that routinely pushed Russian propaganda to at least 15 million Americans, and found that false stories pushed on Facebook were viewed more than 213 million times.

Some stories originated from RT and Sputnik, state-funded Russian information services that are more akin to traditional news sites but sometimes include false or misleading articles.

The coverage was overwhelmingly favorable to Donald Trump, and some of the most notable examples of fake news garnering major traffic online centered on Hillary Clinton’s health, protesters that were allegedly paid to interrupt Trump events, and fears about vote tampering.

“The way that this propaganda apparatus supported Trump was equivalent to some massive amount of a media buy,” said the executive director of PropOrNot, who spoke on the condition of anonymity with the Post. “It was like Russia was running a super PAC for Trump’s campaign.”

Russia is also believed to be behind widespread hacks of Democratic organizations and individuals, including the Democratic National Committee and Clinton campaign chairman John Podesta, whose emails were published by WikiLeaks.

In the wake of the election, fake news and its spread on social media has come into the spotlight. President Obama denounced the attention garnered by false information last week, saying: “If we are not serious about facts and what’s true and what’s not … if we can’t discriminate between serious arguments and propaganda, then we have problems.”

So basically codifying the ability to censor "inconvenient" information on the net under a new category of "Russian propaganda" but what qualifies under this nebulous term is defined by those censors. Nice knowin' ya RPF....and a whole bunch of other websites where smart people and free thinkers congregate to discuss current events.

That's one of the brightest signals that war is brewing. Sounds like the modern version of "loose lips sinks ships".

Why It Might Work and Options to Counter It

Since its 2008 incursion into Georgia (if not before), there has been a remarkable evolution in Russia’s approach to propaganda. The country has effectively employed new dissemination channels and messages in support of its 2014 annexation of the Crimean peninsula, its ongoing involvement in the conflicts in Ukraine and Syria, and its antagonism of NATO allies. The Russian propaganda model is high-volume and multichannel, and it disseminates messages without regard for the truth. It is also rapid, continuous, and repetitive, and it lacks commitment to consistency. Although these techniques would seem to run counter to the received wisdom for successful information campaigns, research in psychology supports many of the most successful aspects of the model. Furthermore, the very factors that make the firehose of falsehood effective also make it difficult to counter. Traditional counterpropaganda approaches will likely be inadequate in this context. More effective solutions can be found in the same psychology literature that explains the surprising success of the Russian propaganda model and its messages.
Recommendations

Forewarn audiences of misinformation, or merely reach them first with the truth, rather than retracting or refuting false “facts.”
Prioritize efforts to counter the effects of Russian propaganda, and focus on guiding the propaganda’s target audience in more productive directions.
Compete with Russian propaganda. Both the United States and NATO have the potential to prevent Russia from dominating the information environment.
Increase the flow of information that diminishes the effectiveness of propaganda, and, in the context of active hostilities, attack the means of dissemination.

With this bill, along with the campaign by political elite all the way up to Obama against unapproved news, the WAPO smear list, and the Google/Facebook/Twitter/Reddit campaigns to wipe a certain segment of voices,
Its quite apparent that the elite are on a kick to silence, intimidate, suppress or minimize criticism, dissent and exposure.
It does make me thankful there are at least very good twentieth century supreme court precedents on protecting speech, but who knows where it will lead. Never would have thought total surveillance or indefinite detentions would ever have become established fixtures either.

They do not prove a person wrong by silencing their voice. Rather, it only reveals that they fear what those voices have to say.

Easy way to get IP address is to open a command prompt like cmd.exe, type tracert www.ronpaulforums.com > enter. The IP address will be displayed in brackets. If DNS is messed with and www.ronpaulforums.com stops working, instead try http://67.225.158.173
