If you watch the Dr Noel video posted in Lucille's Hillary health thread, there's a clip of Clinton on the plane and a flash goes off. She has to "reset" herself.

But her voters do not care.

Usually cameras are banned during the debate (unless you are press you won't get them into any indoor rallies either for any candidate) for security anyways so no flashes. But also note that when they handed out disposable cameras for the guests to use after the debate, they had and used flash (and Clinton did not have a seizure) so obviously flashes were not banned from being used near her.

They don't always count those tiny cameras or cell phones though for something like the debate they may have banned them. Again on flash- they were using disposable cameras the were given which had flashes on them afterwards so there was no flash ban- except during the actual debate which would be distracting.

In fact, for the past several debates, the only thing allowed inside the debate has been a disposable camera.

The Secret Service takes safety very seriously so they probably did it as a precaution and maybe even so it wasn’t a distraction.
CBS Radio director of digital content John Dodge said that when Obama visited Chicago this weekend, people attending the fundraiser had to leave cell phones outside so it is common practice.

Flash cameras are usually banned from any kind of major event.

It's very distracting for performers and audience.

Debates in the past did the same thing. From 2008 (McCain vs Obama):

I do have a digital camera! The people at the debate actually provided the disposable cameras for us and stated we would not be able to take our digital cameras on stage, but we could take the cameras provided for us.
