The House passed H.Res. 729, which expressed support for the MOU described above ($38 billion over 10 years). Massie, Amash, Jones, and Duncan were the only four to vote against the resolution.

Text of H.Res. 729:


...

Resolved, That the House of Representatives—

(1) reaffirms that Israel is a major strategic partner of the United States;

(2) reaffirms that it is the policy and law of the United States to ensure that Israel maintains its qualitative military edge and has the capacity and capability to defend itself from all threats;

(3) reaffirms United States support of a robust Israeli tiered missile defense program;

(4) supports continued discussions between the Government of the United States and the Government of Israel for a robust and long-term Memorandum of Understanding on United States military assistance to Israel;

(5) urges the expeditious finalization of a new Memorandum of Understanding between the Government of the United States and the Government of Israel; and

(6) supports a robust and long-term Memorandum of Understanding negotiated between the United States and Israel regarding military assistance which increases the amount of aid from previous agreements and significantly enhances Israel’s military capabilities.

Here's a summary of this MOU and our support for Israel over the years:


- The total value of the new MOU, which covers FY2019- FY2028, is $38 billion ($3.8 billion per year). It will succeed the current $30 billion MOU signed in 2007, which will expire at the end of FY2018.

- Israel remains the leading recipient worldwide of U.S. FMF. Since President Obama took office, the United States has provided Israel over $23.5 billion in FMF assistance (from 2009-2016).

- For FY2017, which marks the ninth year of the current 10-year, $30 billion MOU between the United States and Israel, the Administration has requested $3.1 billion in FMF for Israel.

- This amounts to $8.5 million in FMF funding alone provided to Israel each day, helping it bolster its security and maintain its QME.

- In terms of missile defense, the United States has paid for the majority of the production costs for the Iron Dome system since 2011, the centerpiece of Israel’s missile defense architecture.

- The Department of Defense has sold or provided free of charge millions of dollars’ worth of U.S. excess defense articles to the IDF, supporting their need for spare parts, weapons, and simulators to maintain their current fleets.

I'll take a few of the excess off their hands. I helped pay for them, I think I should get dibs.
