Anyone have some hard evidence (a reputable link) to support that the Federal Reserve is owned by Foreign Interests?

I have made a bet with a neo-con for his vote on Ron Paul if I can prove to him that The Fed is controlled overseas.

It's not. Start by looking at the different parts (public/governmental) Board and the private reserve banks owned by the member banks which are American banks owned by their shareholders.

There are good reasons to kill the Fed without resorting to simplistic (and wrong) conspiracies.

Well, UAE recently acquired a significant portion of Citibank in exchange for cash money to fix their liquidity problems. Sure, not a controlling interest, but still interesting.

Corporate ownership is anonymous, so how can you know who owns what?

The 12 regional Federal Reserve banks are owned by the people of the USA, as they are government entities. They supervise and regulate commercial banks in their regions.

The member banks, while holding required stock in the regional reserve banks, can't be said to own them, since the stock that they are required to own doesn't do much for them. It's basically a tax. Congress could create or destroy regional banks without consultation of the member banks.

Looking at the June 2007 balance sheet is interesting. The Fed holds 790 billion of the national debt of 5.1 trillion, which is basically money we printed to cover debt. The rest of the national debt is in the form of T bills, which are held by people and institutions all over the world. China holds many billions of our debt.

The wikipedia article 'Federal Reserve System' is pretty good.
