Not a tough choice at all. Decriminalize it. Let private charities run the site. Problem solved. No government intervention needed.

If you look at results in Netherlands, Germany, Switzerland... that seems to be without a doubt

but...

what would be cheaper for everyone is if it was completely legalized... and you could buy reputable clean smack over the counter.

then.. instead of people having $100/hit habits... they'd have $1/hit habits and all the drug related theft would disappear as well.
