Despite the conspiracy theories, the Cruz campaign has confirmed these mailers are theirs and did send them out. It is interesting, isn't it? This tactic would be used for a general election - if you scare republicans to the polls they'll probably vote republicans. But in a primary there is no guarantee who they will vote for and sending things out like this are almost certain to not help your results.
It does seem like it was a coordinated effort to help out another campaign and drive their supporters to the polls without making their candidate look bad.

I wouldn't be all that surprised if these were only sent out to people they internally polled and had expressed interest in supporting Rubio.
