Lots of claims that President Obama has issued more executive orders than any President in recent history. Obama says the numbers show that it's the opposite... so what is true?

George W. Bush: 291
Bill Clinton: 364
George HW Bush: 166 (only one term)
Ronald Reagan: 381
Jimmy Carter: 320 (one term)
Gerald Ford: 169 (three years)
Richard Nixon: 346 (five years)
Lyndon Johnson: 325
John F. Kennedy: 214 (2 1/2 years)
Dwight Eisenhower: 484
Harry S Truman: 907
Franklin D. Roosevelt: 3,721
Herbert Hoover: 968 (one term)
Calvin Coolidge: 1,203 (one term)
Warren G. Harding: 522 (one term)

Obama's average is 33 a year which is the lowest since Grover Cleveland's first term (1885- 1889). http://www.presidency.ucsb.edu/data/orders.php

FDR has the highest average with 307 per year.

Executive actions are any informal proposals or moves by the president. The term executive action itself is vague and can be used to describe almost anything the president calls on Congress or his administration to do. But most executive actions carry no legal weight. Those that do actually set policy can be invalidated by the courts or undone by legislation passed by Congress.

"The terms executive action and executive order are not interchangeable. Executive orders are legally binding and published in the Federal Register.

"A good way to think of executive actions is a wish list of policies the president would like to see enacted."

To summarize, Executive Actions are a sort of public dear diary for the president, and Executive Orders are the presidents constitutionally prescribed powers to write legislation outside of Congress. I am so glad this has been cleared up now, thanks a million Zippo. :rolleyes:
