This is what I know of his stance:
The ultimate answer to dealing with ISIS, Paul said, is to get an "Arab coalition and boots on the ground that will stop them ... Turks need to have their army up on the border. They need to fight."

He also believes that the United States should work toward recognizing the Kurds and encourage them to fight with Turkey to wipe out ISIS.

I know for sure he has called for us to stop arming the terrorists. Unfortunately my internet abilities are pretty limited until Monday or I would give some links. I can only run one window right now and only text.

Similarly, neither the Obama administration nor the mainstream media wants to address the overwhelming evidence that Turkey – along with other U.S. “allies” such as Saudi Arabia and Qatar – have been aiding and abetting Sunni jihadist groups, including Al Qaeda and Islamic State, for years. Instead, Official Washington plays along with the fiction that Saudi Arabia, Turkey and others are getting serious about combating terrorism.

Rand say it in the last debate if I remember correctly. Then on FOX a few days ago, he mentioned again that the U.S. needs to stop arming the terrorists. I've heard him mention it several times. In-fact, he specifically mentioned ISIS and said If the US wants to defeat ISIS, they should stop giving them weapons.
