They don't actually expect anything like this to pass, they just like to throw bills like this up in the air and see what sticks, see what people will and wont accept. They want us bitching about it in forums and debating over things they never plan to pass and probably don't even care about.

With the internet its all too easy, they throw in some ridiculous idea and monitor the reaction. They plot their next moves according to these reactions. Think of it as another form of marketing.
