Englander referred to the leaked Bush memo that said Bush’s Iowa campaign had 76 county chairs or co-chairs out of 99 counties. The Paul campaign, he said, has chairs in all 99. With co-chairs, he said, they have 130 people. The Bush campaign reported having 129 precinct captains — people who will speak for a candidate during the caucus. The Paul campaign, Englander said, has 650. The Bush campaign reported making 70,000 phone calls in Iowa. Englander said the Paul campaign has made a quarter-million calls.

I would not go this far, but the ground game is important. It isn't the only deciding factor though.

Chip has experience running a winning ground game. Chicago outweighs the entire rest of the state of Illinois. An effective ground game focused on rural turnout in the rest of the state helped Bruce Rauner to defeat an incumbent Governor that easily won Chicago, his only county won (which still resulted in only a 50-46 loss). Everyone on Rand's team knows ground game. This includes Students for Rand, composed of largely YAL types, and Concerned American Voters, headed by Frazee and Kibbe.
