To be honest, I don't think prison reform is very important on most people's issues list. Primary issue is immigration, jobs and Syria/foreign policy.

Is prison reform important? Yes. But not to most of the voters.

It really depends on the audience. It isn't a primary concern for a majority of voters but obviously he's targeting the niche that do care.

And why did Wolf make it sound like Rand was lying about more views than the last debate. He said "the last debate, on CNN" as if the CNBC debate never happened??? The CNBC debate did have only 14 million viewers.
