FBI Director James Comey admitted early Thursday, that dozens of Americans are secretly communicating with the ISIS terror group. Comey has been warning for months that when ISIS supporters find someone in the U.S., through messages on social media, they then employ software that encrypts their communications, making it impossible for the FBI to follow them, even with a court order. The director of the National Counterterrorism Center, Nicholas Rasmussen, said 28,000 people have traveled to areas controlled by ISIS over the past three years, including 5,000 from western countries and 250 from the United States. Several senators expressed concern that terrorists could be among Syrian refugees seeking to come to the U.S.

Comey said that over the summer FBI agents were following “dozens and dozens” of people all over the United States, and that the Bureau “disrupted a lot of those people.” But, he said, ISIS is relentlessly spreading its message over social media. Comments from Comey came during testimony before the Senate Committee on Homeland Security and Governmental Affairs, he appeared with DHS Secretary Jeh Johnson and National Counter-terrorism Center Director Nick Rasmussen. When ISIS recruiters find a supporter, they move to end-end encryption.

“ISIS is sending a poisonous message that buzzes in the pockets of troubled souls, unmoored people, all day long," "The challenge we face is finding those needles in a nationwide haystack, assessing where they are on a spectrum between consuming this poison and acting on it, and disrupting them before they act."

This is the first time Comey has come out and put a number on the size of the problem. DHS Director Jeh Johnson has called for the private sector for help. According to Nick Rasmussen, ISIS has surpassed Al Qaeda as the leading jihadist movement but that Al Qaeda’s branch in Yemen is still a major concern for the United States. Comey estimated that approximately 250 Americans have attempted to travel to Syria, a sharp increase from prior estimates. Last February, Director of National Intelligence, James Clapper said 180 Americans had made the trip or attempted to.
