New York Governor Urges Vigilance as July Fourth Arrives Under Threat

The governor of New York put his state's emergency operations center on higher alert Friday because of warnings by the federal government about a greater threat of terrorist attacks over the July Fourth holiday.

Gov. Andrew Cuomo said additional staff would be in place at the center. He also ordered state authorities to enhance monitoring of holiday celebrations.

He urged people to "not only remember the freedoms that we hold dear, but also remain cautious of their surroundings and learn to recognize and report suspicious activity."

Federal intelligence agencies issued a bulletin to local law enforcement in May reminding them "to remain vigilant during upcoming national holidays and military events due to the heightened threat of attacks."

And last week Homeland Security Secretary Jeh Johnson said that terrorist attacks in three countries on the same day were a reminder of the terror threat. He pledged vigilance by U.S. authorities, "particularly with the upcoming July Fourth holiday."

Warnings about the threat of terrorism around major holidays have become routine since Sept. 11, 2001. And U.S. authorities have said there are no specific or credible threats to the United States. But the rise of ISIS and ISIS-inspired lone-wolf attacks over the past year has led to increased concern.

"Obviously a lone wolf is our worst nightmare, but we have nothing to indicate we have any of that going on," Commissioner William B. Evans of the Boston police told reporters Friday.

July Fourth falls this year during the Islamic holy month of Ramadan.

ISIS believes "that during the holy month of Ramadan, greater jihad or jihad against the infidels would be highly rewarded," Laith Alkhouri, an NBC News analyst and an official at the security consulting company Flashpoint, said Friday on MSNBC.

The July Fourth celebration at the largest U.S. Air Force base in Britain was scrapped because of "the most current local threat assessments."

On Thursday, police and federal officials swarmed to the Washington Navy Yard, the site of a gun rampage two years ago that left 12 people dead, after a report of possible gunshots.

It turned out to be nothing, but city officials took the opportunity to encourage vigilance.

Here's a rundown of how some cities are preparing:

New York: The big event is the Macy's fireworks show on the East River. There is no known threat, but police said their "enhanced counterterrorism and security measures" will be greater this July Fourth than in the past. New York police stepped up patrols after the attacks last week in France, Kuwait and Tunisia.

Washington: A huge crowd will gather for fireworks and a free concert on the National Mall. Washington police stressed on Thursday that, after the scare at the Navy Yard, that they are always at heightened alert.

Boston: The main event is fireworks and a concert by the Boston Pops on the Charles River esplanade. Massachusetts State Police said uniformed troops, tactical units, and helicopters would be on patrol, along with an undercover officers and security cameras. It will be illegal to fly unmanned aircraft near the site of the celebration on Friday and Saturday.

Los Angeles: Several dozen fireworks shows are planned around Los Angeles. There are no known threats, but police are concerned about radicalized people who might try to target public gatherings. Police have increased security and staffed up. "Every LAPD officer out there this holiday, in addition to worrying about drunk drivers, illegal fireworks and other crimes, has to be vigilant," said Cmdr. Andrew Smith.

San Diego: Fireworks on San Diego Bay are among a dozen displays planned. Officials always have heightened concerns about San Diego because of its large military population.

San Francisco: The drought has cut the number of fireworks shows. Police will have extra officers on duty and are encouraging people to report anything suspicious. "Officers can't be everywhere at once," said spokesman Albie Esparza. "We depend on our public to be our eyes and ears to report any suspicious activity."

Being vigilant while we are spreading freedoms among populations of other countries or supporting occupation of Palestinians is good precaution, it does create panic at times as happened few times this week.

Right now my better half is pissed at me for not going to a bbq up the hill with her kids. But I'm not in the mood for being a designated driver and I'll be damned if I'm going to drive the gauntlet that's out tonight after having a few.

So I'm sitting in front of my computer with a pissed off old lady. Freedom baby. Truthfully I would have liked to go.

The Protectors of Freedom kinda gave up on it. It seems that threat level orange for 10 plus years lost its scaryness factor.

The HSAS threat level changed 17 times as of September 2009.[25] In August 2004, DHS began identifying specific sectors under possible threat, including aviation, financial services, and mass transit.[25]

Severe (Red)[edit]

The threat level has been raised to Severe only once, which applied only to flights coming from the United Kingdom:
August 10–September 14, 2006, in response to British law enforcement announcing it had disrupted a major terror plot to blow up aircraft, DHS raised the threat level for commercial flights from the United Kingdom to the United States to Severe.[26] The alert was extended into mid-September 2006 to coincide with the 5th Anniversary of the September 11 Attacks. Other noticeable recent attacks are the targeting of US Military and Frankfurt Airport.

High (Orange)[edit]

New York City's threat level was High from the system's introduction.[27] On a nationwide level, it has been raised to High five times:
September 10–24, 2002, the first anniversary of the September 11, 2001 attacks.[28]
February 7–27, 2003, near the end of the Muslim religious holiday Hajj. Intelligence reports suggested the possibility of terrorist attacks against "apartment buildings, hotels, and other soft or lightly secured targets."[28]
March 17 – April 16, 2003, around the beginning of U.S. and Coalition military action in Iraq.[28]
May 20–30, 2003, after the Riyadh compound bombings and the Casablanca bombings. According to Tom Ridge: "The U.S. Intelligence Community believes that Al Qaeda has entered an operational period worldwide, and this may include terrorist attacks in the United States."[28]
December 21, 2003 – January 9, 2004, citing intelligence information suggesting large-scale attacks around the holiday season.[28] Since New York City's level was already at High, NYPD commissioner Ray Kelly characterized this increased threat level as "Orange Plus".[29]
In addition, the alert has been raised to High on a select or partial basis three times:
August 1 – November 10, 2004, for specific financial institutions in northern New Jersey, New York, and Washington, D.C., citing intelligence pointing to the possibility of a car or truck bomb attack, naming specific buildings as possible targets.[30][31]
July 7, 2005 – August 12, 2005, for mass transit systems only. The DHS secretary announced the level after the 7 July 2005 London bombings despite the absence of "specific, credible information suggesting imminent attack" in the United States.[32]
August 10, 2006 – April 27, 2011, for all domestic and international flights to or from the United States, with the exception of flights from the United Kingdom to the United States, which had been under a Severe alert due to the 2006 transatlantic aircraft plot, but were downgraded to High on August 13, 2006.[26]

February 28 – March 16, 2003

Guarded (Blue) and Low (Green)[edit]

The threat level was never lowered to Low (Green) or Guarded (Blue).[25] It was recommended in a September 2009 Task Force report to remove the Low and Guarded conditions from the Alert System altogether and set Yellow (Elevated) to "Guarded" as the new baseline of the system, without changing the baseline conditions issued when under Yellow in the current system.

We went into town to watch the Grateful Dead show on t.v. at our old bar last night. Had a mushroom cap, budder cookie and some beer while there. Been a long time since we did this. Took a cab to Waffle House after the show for some chunked, hunked, monked and funked hash browns (tradition). Lo and behold there were two police officers standing outside the door. Pretty sure the owners requested them. Now as I recall this Waffle House at 1AM on Friday nights was standing room only. Last night only two other tables had patrons. Gotta be hurting their bottom line.
