Very good chance TPA votes in the House will start TODAY. CONTACT YOUR REPS, PREFERABLY BY PHONE! Reports say TPTB are close to having enough votes to pass it and effectively end US sovereignty through a myriad of waiting treaties. Procedural votes have passed but been very close. Those last few votes could make a difference to the outcome. Gotta try at least.

Updated: 1:49 p.m. | House Republican leaders early Wednesday filed a package of trade bills with the Rules Committee, putting the gears in motion for the most anticipated floor showdowns of the legislative session so far.

Though nothing is set in stone, lawmakers who support Trade Promotion Authority are growing increasingly confident they have the votes to bring the measure to the floor on Friday.

http://blogs.rollcall.com/218/trade-promotion-authority-rule-conservative-mutiny

Plans to vote Friday on Trade Promotion Authority and Trade Adjustment Assistance could still fall through, but the House is moving ahead on a multi-pronged strategy to send the measures to the president’s desk by the week’s end.

The House on Thursday voted 217-212 on the rule that sets up votes on a bill to give President Barack Obama latitude to negotiate a 12-nation Pacific trade deal and to fund programs to retrain U.S. workers displaced by trade agreements.

Caught a bit of CSPAN in the background. Did Rep. Earl Blumenauer get up and say that there were important provisions about Israel in ObamaTrade?

Did Rep. Earl Blumenauer get up and say that there were important provisions about Israel in ObamaTrade?

This is in the TPA bill:

Section 908: Sets out U.S. policy identifying the importance of the bilateral U.S.-Israel trade relationship. This section states that among the principal U.S. trade negotiating objectives for trade agreements with foreign countries are to discourage actions to boycott, divest from, or sanction Israel. The section requires the President to report annually to Congress on politically motivated acts of boycott against, divestment from, and sanctions against Israel.

Well, guess that answers the question. Nothing like a good old fashioned "free trade" bill.

Jeff Sessions once again rises to the occasion. He is probably the most vocal opponent to the globalists in the entire U.S. senate. I wish he was running for POTUS.

In a Ways and Means document on the new Pacific Union being formed by Obama, the Committee hints at some of this union’s powers: ‘if a proposed change to a trade agreement is contemplated that would require a change in U.S. law, all of TPA’s congressional notification, consultation, and transparency requirements would apply. In other words, Ways and Means is intimating that this new secret Pacific Union would function like a third house of Congress, with legislative primacy, sending changes to the House and Senate under fast-track procedures (receiving less legislative procedure than, for instance, Post Office reform).

[B]Moreover, this legislative fast-track, Ways and Means implies, is limited to that which requires a ‘change in U.S. law’—meaning if this President (or the next) argues it is simply an executive action, not a legal action, the Executive could have a free hand to implement the Commission’s decrees without Congress. This is not merely a loophole; this is purposeful delegation of congressional authority to the Executive and to an international body. The fast-tracked implementing legislation would have the ability to make these delegations binding as a matter of law.

Paul Ryan is going full bore. Wow! What a scary MFer!

http://waysandmeans.house.gov/ryan-floor-statement-tpa-puts-congress-in-the-drivers-seat/

“Mr. Speaker, the question before us today is pretty simple. Is America going to shape the global economy? Or is it going to shape us?

“Mr. Speaker, 95 percent of the world’s consumers—they don’t live in the United States. They live in other countries. So if we want to create jobs in America, we need to make more things here and sell them over there.

“In fact, one out of every five American jobs already depends on trade. And that’s a good thing. Because they pay more—18 percent more on average. But while the world has been moving full steam ahead, we’ve been standing still.

“We haven’t completed a trade agreement in years. There are now 262 FTAs in force all over the world. The U.S. is party to only 14. Since 2007 (when TPA expired), there have been more than 100 trade agreements signed. The U.S. is party to none.

“And in the global economy, if you’re standing still, you’re falling behind. Because other countries are negotiating trade agreements without us. They’re tearing down barriers to their products and putting up barriers to our products.

“For instance, between 2000 and 2010, the countries of East Asia negotiated 48 trade agreements. We were part of just two of them. As a result, our share of their imports fell by 42 percent. Meanwhile, China is negotiating trade agreements all over the world.

“So the rules of the global economy are being written right now. The question is, are we going to write the rules . . . or is China? That’s why H.R. 1314, the Trade Act, would establish TPA or trade promotion authority.

“There’s been a lot of confusion out there about what exactly TPA is. Let’s get right to it. TPA is not a trade deal; it’s a process for negotiating trade deals. Why should we care about a process? Because a good process will get us a good result.

“TPA will give us the leverage we need to win a fair deal for the American worker. Because when other countries know the deal they agree to is the deal Congress will vote on, they’ll put their best offers on table.

“Here’s how it works. Congress says to the President, ‘When you submit a trade deal, we’ll give it an up-or-down vote on three conditions.’

“First, you’ve got to pursue specific negotiating objectives—nearly 150 of them.

“Second, you’ve got to regularly consult with Congress. Let us read the negotiating text. Give us regular briefings on the talks. Let us attend negotiating rounds.

“Third, and perhaps most importantly, this bill requires the President to make the text of every trade agreement public 60 days before he signs off on it.

“So the American people can read it themselves. This bill, for the first time ever, would put that requirement into law. And then at the end of the day, Congress gets the final say. No trade deal goes into effect unless Congress says so.

“Now I understand a lot of our members don’t trust the president. Neither do I. That’s precisely why I support this bill. TPA puts Congress in the driver’s seat.

“Mr. Speaker, the world is watching. If we don’t do this, we will send a signal to the world that America is not reliable. But if we do establish TPA, we will show the world that America is once again taking the lead.”

Because the Dems actually want the TAA, just not the TPA. So they are gonna get pushed into supporting TAA since TPA already passed. They voted against the TAA in an attempt to kill the TPA.

A lot of Republicans who voted against TAA will now probably vote Yes on the revote to ensure TPA passes. If about 2/3 of Republicans switch their votes, then TAA passes.

Interesting details from CNN (http://edition.cnn.com/2015/06/12/politics/white-house-tpp-trade-deal-congress/):

It was House Minority Leader Nancy Pelosi, the California Democrat who shepherded some of Obama's most controversial first-term bills like health care reform into law, who hurt the President the most on Friday.

After staying on the sidelines for most of the trade fight, Pelosi took to the House floor and announced her opposition to the bill — giving cover to other Democrats who were considering breaking with Obama.

"Whatever the deal is with other countries, we want a better deal for America's workers," Pelosi said.

With Pelosi's opposition and Hillary Clinton, the Democratic front-runner in the 2016 presidential race, also keeping mum on trade promotion authority, Obama had scant high-level support within his own ranks.

The President attended a 9:30 a.m. Friday gathering of House Democrats, making his case after several high-level officials — including Labor Secretary Tom Perez and White House Chief of Staff Denis McDonough — made their cases in the days leading up to the vote.

As he left the meeting, Obama said, "I don't think you ever nail anything down around here. It's always moving."

Democrats who attended said they weren't swayed and that the President's outreach came too late.

"The President tried to both guilt people and impugn their integrity. I was insulted," Rep. Peter Defazio, D-Oregon, told reporters after the meeting.

Heard on the radio that the TPA Bill will have to go back to the Senate for approval, since the Senate version originally included TAA, and the House has changed it. Of course it won't have to go back to Senate if Boehner manages to get another vote on TAA and gets it passed.

No doubt they are working on something at the Bilderberg Meeting.

They've figured it out and the result after much careful deliberation is: "Fuck the workers. Pass the TPA by itself."

A vote on TPA alone has been scheduled for THURSDAY:
http://www.washingtonexaminer.com/house-sets-thursday-vote-to-give-obama-fast-track/article/2566485

The House will vote Thursday on a "Fast Track" trade bill that most Democrats oppose, with passage hinging on a coalition of Republicans and a small faction of Democrats.

The bill will not include a provision to extend a program that provides aid to workers displaced by new trade deals, a provision known as Trade Adjustment Assistance. Instead, the Senate will take up that measure and send it back to the House for approval, Rules Committee Chairman Pete Sessions, R-Texas, said Wednesday.

-------------
So not only will the craptastic TPA likely pass, the assistance to workers bill will not be included as part of the legislative package and will have to go back through the Senate again. Gotta love Congress....

http://www.politico.com/story/2015/06/house-gop-tpa-vote-trade-vote-119056.html

The House is on the brink of scheduling a standalone vote on giving President Barack Obama fast-track trade authority without accompanying worker assistance legislation, according to multiple sources familiar with the plan.

The House could vote on Trade Promotion Authority as early as this week, the sources said. The House Rules Committee, which sets parameters for the consideration of legislation, meets late Tuesday afternoon. A final decision has not been made, and top Congressional aides are in negotiations to chart a course forward. Boehner was set to meet with pro-trade Democrats at 3 p.m.

Under the current plan, House Republican leadership would likely use an already-approved Senate bill to move fast-track authority, which would allow Senate Majority Leader Mitch McConnell’s (R-Ky.) chamber to avoid a round of votes.

The Senate would amend a trade “preferences” bill with Trade Adjustment Assistance, a job-training and worker aid program, and send it to the House. This would serve to separate the two key priorities, and allow them to be sent to Obama’s desk separately.

The vote would certainly be a gamble. House Republicans would need Democrats to pass the legislation, and it’s not clear how many of them would vote for a fast-track bill without a measure to help workers who lose their jobs to trade directly attached. TAA failed last week after 144 Democrats voted against it.

“It’s going to be shared responsibility to get this done,” said Rep. Ron Kind (D-Wis.), a leading Democratic supporter of TPA. “It’s going to require bipartisan effort, both sides willing to cooperate a little bit more than what we’ve had so far. I know there’s all eyes on the [Democratic] Caucus right now on TAA, but last time I checked, 48 Senate Republicans voted for TAA when it came up with TPA. So there’s a strong Republican support, at least in the Senate, of getting TPA passed with their votes.”

It’s not clear, however, that fast-track authority can muster enough support in the Senate without the job-training legislation.

US House passes standalone fast track bill

The US House has passed Trade Promotion Authority bill that boost presidential authority in negotiating trade deals. This version of the legislation is not linked to any other bill.

The sister legislation to the TPA, the Trade Adjustment Assistance (TAA),providing assistance to workers who would lose jobs as a consequence of trade deals, was easily defeated in the House last week. Initially lawmakers were to vote once again on TAA this week, but on Thursday they agreed to vote again on standalone TPA. It will now return to the Senate in its standalone form.

Obama has requested “fast-track” authority to negotiate the Trans-Pacific Partnership (TPP) and the Transatlantic Trade and Investment Partnership (TTIP) deals. Republican lawmakers back both initiatives, but the President’s own party is opposed.
