This "tool" is mostly used to blackmail senators. You could see the tool working yesterday.

I'm pretty sure they will still have to same tools as before, but now they will be TOP SECRET to talk about. In other words, they won't officially have them.

But NSA's credibility has suffered along with the sycophant apologist politicians. That's a real threat to unchecked power, when public opinion shifts. The extent to which unlawful surveillance continues is the extent to which further credibility loss is at risk. Shine the spotlight :)

Intelligence agencies must be more careful whom they hire. But they already suffer the needle in a haystack problem. Given enough time, the push pull of reality will set things straight.

I wouldn't be concerned at all over losing the tools who work at the NSA.
